| Soz to fight for panchayat empowerment | | `Will take Cong portfolios back from NC' | | Early Times Report Srinagar, Oct 6: Asserting that devolution of powers to panches and sarpanches revolved around the 73rd Amendment Act in one way or the other, JK PCC chief Prof. Saifuddin Soz has said his party will fight for empowerment of Panchayati Raj Institutions in the State. He also admitted that keeping Congress portfolios with NC was a mistake. "We will rectify the wrong soon", he assured. "We'll fight for the empowerment of the Panchayat institution and I've also advised youth wing of Congress to fight for it in a democratic way. Panches and Sarpanches are ready to join me in this fight", Soz said in a press conference here today. "I have decided that I will be meeting panches and sarpanches and tell them that we shall fight for their empowerment," the JKPCC chief said. Claiming that Rahul Gandhi during his address to panches and sarpanches had said devolution of powers should be done within a time frame, he said the 'devolution of powers within the time frame' implies 73rd amendment. "It (73rd Amendment) has to be adopted whether you adopt it directly or indirectly," said Soz. When asked why Rahul Gandhi didn't mention the implementation of 73rd Amendment Act in his speech, he said,"I'm telling you on behalf of my party. It is in the interest of society and Congress will make its every democratic effort to implement it." Soz said it is in the interest of coalition that the CM must disclose the names of the ministers who opposed panchayat empowerment. "He has not communicated it yet to me. No minister is above the party," he added. "MLA's and Ministers have to understand the importance of Panchayat empowerment. It is not against any section of society or against the State of Jammu and Kashmir", Soz added. Meanwhile, the JKPCC president said that it was mistake to keep two portfolios of Congress with National Conference. "It is a mistake on our part that two portfolios of our quota are with the NC. This is in the knowledge of the party high command", he said adding his party will certainly correct it very soon. Congress, according to Soz has not become irrelevant. "Congress has not lost its image," he said. he said the party was not under any compulsion to form the Government with NC. "The Government had to be formed and it was formed under sweet will", he said adding "Congress has its own programme and we follow that" he replied. |
