| Will the Government please state? | | | Bashir Assad srinagar, Oct 9: The Jammu and Kashmir Legislative Council today witnessed a heated argument between opposition PDP legislator Murtaza Khan and the Minister of State for Home Nasir Aslam Wani which finally culminated into a walkout staged by the PDP legislators while expressing their dissatisfaction over Minister's reply to a question on appointment of under-educated youth (middle pass) in the police force. Khan had asked as to whether the ruling National Conference leadership including the present Chief Minister had made public commitments to provide jobs to the Middle Pass youth in J&K Police during the 2008 elections. However, the Government avoided pointed reply to the question tabled by Khan saying that about 820 middle pass youth have been absorbed as SPOs under Rehabilitation cum-Regularization policy. Not satisfied by the reply, PDP legislator wanted that Minister should made a clear statement on the floor of the House as to whether any commitment has been made by the Chief Minister who is also the Home Minister in regard to the appointment of middle-pass youth in the police force or not. However, the Minister repeatedly said that he was having no information about this and that it was not binding on him to make comments on election manifesto of any party. On this Khan lashed out at the Minister by saying, "you are in the shoes of the Chief Minister so you have to make a clear statement". Khan said either the Minister has to say that the present Chief Minister had not made any commitment or he (CM) had made a public commitment. However, the Minister retaliated saying that he was not supposed to discuss election manifesto in the House. "I am replying on behalf of the Government and I have replied to the CQ" Minister said. However, angered by the response from the Minister, Khan said that his question was simple and the Minister has to make a statement on behalf of the Chief Minister who coincidentally holds the portfolio of Home Department, " it is very simple and this House is within its rights to ask for a specific reply to my CQ, Khan said. Chairman Legislative Council Amrit Malhotra made several attempts to convince the PDP legislator but Khan kept insisting that the Minister should come-up with a clear statement on the issue. However, when Minister refused to buy the argument Murtaza Khan staged walk-out in protest from the house accompanied by other PDP legislators of his party. |
