| Cong indicates 'no participation' in BDC polls without 73rd amendment | | Party's future, interests supreme 'consensus': Soz | | Saroj Razdan Jammu, Oct 9: Indicating that Congress may not go ahead with participation in BDC polls of panchayats if major provisions under 73rd Constitutional amendment were not adopted in the State, J&K Pradesh Congress Committee chief Prof Saif-u-Din Soz today said Party's stand and commitment on the issue is firm and its interests are supreme, which is what emerged 'unanimously' as consensus at the conclusion of a series of meetings within the party at various levels. Prof Soz said no decision has yet been taken whether Congress would go it alone or with its partner NC . However, he said a clear picture would emerge in a couple of days on all matters including the 'strategy' to be adopted for the polls. The last date for filing the nominations for the polls is October 17. "JKPCC convened a series of meetings in which it emerged as consensus that party's interests has to be the only guiding principle for the Congress' participation in the ensuing BDC polls……….party has a commitment on adoption of the provisions of 73rd Constitutional amendment for it believes that would only guarantee empowerment of PRIs…", JKPCC chief said while talking to media persons at the end of meeting held in Jammu today. He said this 'consensus ' report would be submitted before the high command to apprise them of what the party leadership and key functionaries feel and want as to what should determine the strategy of party for the polls. "I cannot keep high command in dark…..the best part about the meetings held over this crucial issue is that unanimity prevailed at all levels…..", he observed. Choosing to use the 'guarded' expressions and words , the Congress chief said party leadership is well aware and conscious about the time frame( of last date of filing nominations)." But at the same time we have to go by our guiding principle which is adoption of 73rd amendment …..", JKPCC president said , albeit taking full care the posturing post these meetings not be construed as 'warning' to the ruling party. " Let's wait for a couple a days …..we will soon come out with firm and clear statements , rather announcement over the issue …..". However, Prof Soz, who has lately been seen as maintain firm stand and harsher at times over the issue of empowerment of panchayats, minced no words in saying that even as NC Minister and leadership claims to have given powers to members in as many departments they are still silent the major provisions like establishing Finance Commission , Elections Commission, as enshrined under this amendment. The PCC chief further said that Congress firmly rejects present system of nominations for the polls. " We shall never be a party to any system of nominations….we want democratically elected representatives at all levels in the Panchayats", he maintained. To a question he said Congress is not for dilution of powers as being circulated in certain quarters, instead for devolutions of powers to Panchayats. |
