Early Times Report

Jammu, Oct 11: Latest reports from New Delhi indicate that the party high command has suggested to the leaders of the state unit of the Congress to avoid precipitating political crisis in Jammu and Kashmir. The suggestion, party sources said, has come after the National Conference leadership, especially Omar Abdullah, has raised the issue with those who matter in the AICC.
Reports said that Omar has complained to the Congress high command that the latest salvo fired against the National Conference by the leaders of the Congress in Jammu and Kashmir had encouraged the opposition to shoot barbs against the ruling coalition.
According to these reports, Omar Abdullah has been asked by the AICC leaders to initiate measures for empowering Panchayats in Jammu and Kashmir even without security extension of the central law on the Panchayati Raj.The NC leadership has been suggested to incorporate some of the provisions of the central law that would ensure devolution of powers to Panches and sarpanches.
Reports said that the Congress high command was not in favour of opening another front in Jammu and Kashmir after political trouble has hit so congress ruled states, including Maharashtra. It is opposed to any move that could destabilizes peace in Jammu and Kashmir at a time when the Congress led UPA Government in the center is engaged in a battle of survival following fluctuating stand taken by the BSP and the Samajwadi party as far as their support to the Government is concerned. The high command is also opposed to any move to derail the three-year old political arrangement in Jammu and Kashmir at a time when the party in power in the centre is battling for its survival in Himachal and Gujarat where the Assembly elections ar e being held shortly. However, at the same time the Congress in Jammu and Kashmir has been advised to cooperate with the NC and raise public issues for forcing the NC leadership to empower panchayats.
