| Taj goes above board, leaves Cong headed coordination committee 'dumb' | | Cong peeved over prosecution of Vakil, appointment of Kapur | | Syed Junaid Hashmi jammu, Oct 11: Chief Minister Omar Abdullah's unilateral decisions to rehabilitate ex-Chief Secretary S.S. Kapur and prosecute senior Congress leader Abdul Gani Vakil has not gone well with Congress. Sources said that both the decisions were taken without seeking prior sanction from the NC-Congress coordination committee, which is headed by President of Jammu and Kashmir Pradesh Congress Committee (JKPCC) Prof. Saif-ud-din Soz. They added that a hefty bargain was stuck with 'Chief Minister-in-waiting' Taj Mohi-ud-Din for both appointment of Kapur and prosecution of Vakil. Taj Mohi-ud-din wanted Government to silence ex-Minister and senior Congress leader Abdul Gani Vakil, who had accused the PHE Minister of indulging in corrupt practices and lodged a written complaint with Congress high command, sources said. On the other side, a coterie of officers surrounding Chief Minister Omar Abdullah wanted suitable rehabilitation of ex-Chief Secretary S.S.Kapur. If insiders are to be believed, they would often remind Omar about the 'promise' with Kapur. Knowing well that fragmented Congress would not able to put up any significant resistance, sources said that Government first accorded sanction for prosecution of Abdul Gani Vakil for allegedly making false, malicious and defamatory allegations/imputations against PHE Minister Taj Mohi-ud-Din in various local newspapers in January/February, 2012. Law department directed Public Prosecutor, Jammu Choudhary Muhammad Shabir to file complaint under section 500 RPC before the Sessions Judge, Jammu. This relatively silenced Vakil. Sources said that a satisfied Taj Mohi-ud-Din went ahead with the constitution of State Water Regulatory Authority (SWRA) and got appointment of S.S.Kapur as its first chairperson approved from the State Cabinet. Claiming proximity with two top leaders of Congress in New Delhi, sources said that Taj bypassed both NC-Congress coordination committee as well as the Congress leadership. They added that neither was Vakil's sanction for prosecution justified nor was manner of appointment of Kapur acceptable. For Vakil-Taj verbal spat, sources said that appropriate forum would have been office of the Congress high command or the Pradesh Congress Committee (PCC). They said that appointment of Chairperson of SWRA should have been brought before the NC-Congress coordination committee. In both the cases, sources said that Taj preferred to go all alone. Now that the decisions have been taken, prosecution has been sanctioned and Kapur has been brought back to J&K, two decisions have stirred hornets nest. Sources said that Congress is agog over the brazen violation of party constitution by, what they have been describing as over-ambitious PHE Minister Taj Mohi-ud-din. Taking undue advantage of growing factionalism in Congress and considering himself an emerging power center, sources said that Taj Mohi-ud-Din has been breaching the party discipline with impunity. Sources said that New Delhi's deafening silence is allowing the situation to deteriorate further. To make matter's worse; National Conference (NC) has been exploiting this situation to its advantage. |
