| NC agrees to give reservations in District board of panchayats | | | Early Times Report JAMMU, Oct 13: The National Conference has finally conceded to the demand of Cong of giving reservations to SC and ST in the district development and planning board- the third tier of the Panchayati Raj System. The NC, which had off late succumbed to the Cong pressure, agreed in principal to make these reservations as per the 73rd Amendment. The elections for the DDPB will be held after the Block Development Council scheduled on Nov 7. The NC leadership agreed to it after two-day meeting between NC and Cong. In the lengthy deliberations Cong party impressed upon the NC leadership that Cong can't go back from its stand and Government must agree it. It's the most important and crucial tier of the Panchayati Raj , having financial powers for overhaul development of the district. The Government has made provisions for the nomination of chairman of the DDB which is being contested by the Cong who is saying the chairperson should also be elected. NC is likely to agree to it. The NC conceded to the Cong demand after both parties hardened their position with regard to reservation for SC/ST and even women in the BDC. According to sources, Cong categorically told the NC leadership that it should have consulted it before announcing elections and shouldn't have gone unilaterally on it. NC after understanding the provisions of the amendment which agreed to find via-media for giving reservations. Both parties have decided to hold further deliberations with their senior leadership before arriving at a solution. The NC has said since CM himself had publicly stated that elections for BDC will be held as per the schedule it can't defer them. Cong expecting the NC position though said Panchayats should be given constitutional status to the Panchayats so that they can't be dissolved before their term as per the Amendment which was agreed by the NC leadership. |
