`SKIMS compromises on purity of oxygen'

JAMMU, Oct 13: Kashmir's lone super-specialty hospital Sher-e-Kashmir Institute of Medical Sciences (SKIMS) which consumes substantial portion of the budget meant for health care is in shambles due to mismanagement, corruption and fraud in purchase of machinery and equipment. It has resulted in poor patient care and alarming deaths.
The constant conflict between the Director (Dr Showkat Zarger) and the employees coupled with defective equipment has resulted in total deterioration of the patient care and degeneration of SKIMS. During last 1 ½ years more than 3500 deaths have been reported in the SKIMS," sources said.
Sources said that the Oxygen Plant has stopped working properly which has affected the purity of oxygen. "The concerned engineer had informed the Director SKIMS bringing into his notice the mal-functioning of the Oxygen Plant. However, the Director ignored him and thus compromised on the purity of oxygen," they said.
The report was submitted to the authorities by the concerned engineer on July 3 about the "low purity of newly-installed oxygen concentrator plant", describing the matter as "most urgent."
The report reveals the plant was functioning satisfactorily up to June 25, 2012 after which the "purity of the plant started decreasing." As against the standard purity of 95 plus minus 1 percent, the purity of the plant "is continuously showing a decreasing trend and is presently fluctuating between 72 to 77 per cent", the report says.
It adds the problem has been discussed with the concerned supplier UNISSI India Pvt Ltd a number of times "but no action was taken by the company yet."
A probe by Assistant Executive Engineer, Mechanical-IV, SKIMS, said that two oxygen concentrator plants worth Rs 1.6 crore each, were purchased against the recommendations of a technical committee. While an order was placed for 0500 ECO V2 model of the equipment, another 0500 ECO V3 model was supplied by the firm. The report reveals the oxygen purity level at the plant is fluctuating between 72 to 77 per cent against the standard purity of 95.
