| SP suspends IO for tampering documents, IO denies charges | | Return of Warwan youth from Pakistan | | Asif Iqbal Naik KISHTWAR, Oct 15: Superintendent of Police Kishtwar Bhim Sen Tuti placed Investigation Officer Firdous Ahmed Giri under suspension over alleged tampering of documents in a case involving return of 25 year old Mohammad Ramzan son of Abdul Razaq resident of Afti Warwan from Pakistan. The SP on the basis of a report submitted by DySP HQ Kishtwar Farooq Qaisar Malik vide his letter No: DySP/Hqrs/K/12/DE/6805-07 dated 11-10-2012 stating that the said Investigating Officer was directed to attend his office along with C.D file of the aforementioned case on 10-10-2012. The order further stated that Dy. SP HQ pursued the C.D file of the instant case and intimated that the bail of the accused has virtually been conceded by the IO in his report by manipulating the report as well as tempering with the documents. On the basis of the report submitted by Dy.SP HQ , SP vide order No: 492 of 2012 placed Assistant Sub Inspector Firdous Ahmed Giri under suspension and directed him to report in DPL Kishtwar, beside a departmental inquiry was initiated against the IO and the same was entrusted to CPO Kishtwar. As per the SP order, the CPO will complete its inquiry with in 15 days. The Investigating Officer denied the allegation and said that during his 32 years of service in police, his record is very neat and clean. He said that DySP HQ being as supervisory officer during his dictation forced him to make some insertion in the report and prepared false case against him with some mollified intension to defame him. He said that his investigation report is based on facts in which it comes to the fore that Mohammad Ramzan was 12 year old when some militants kidnapped him from his home 13 years ago. He denied that he had never committed any act of unprofessionalism or put any misrepresenting facts before the court or misused his official position as IO of the case. He said that he is God fearing person and will never do any act to frame any innocent person. He alleged that his suspension come in wake of his refusal to succumb to the pressure of his senior officers who wanted to frame an innocent person in false case. He said that he is hopeful and he will come up clean in any kind of investigation initiated against him without any prejudice. As already reported, Mohammad Ramzan of Afti Warwan return from Pakistan via Nepal and surrendered before Police on 28-09-2012, but the police instead of acknowledging his surrender showed his arrest from Gudhali Chowk Kishtwar and registered an open FIR No: 260 U/S 120 B/121 RPC against some unknown militants and during the course of the investigation, police want to book him in relevant sections registered under FIR No: 260. As per media reports, several Kashmir youths who return from Pakistan including top rank militant commanders were set free by the police within few days of arrest under State Government rehabilitation police, but police even after the lapse of quite pretty time did not release him. Earlier on 29-09-2012, Mohammad Ramzan while talking to "Early Times", said that he surrendered before the police and denied that he had undergone through any kind of arms training in Pakistan. Pertinent to mention that in the year 2001, more than 70 militants belonging from HUJI and HM were active in Marwah and Warwan area of Kishtwar District from where Mohammad Ramzan was kidnapped. Among the militant active in Marwah and Warwan in the year 2001, most of them are Pakistani and Afghani nationals including some dreaded militants like Zarar, Taliban and Kahlifa. |
