Congress' 'assertion ' works for the first time....!
Leadership continues to assert for 'full' implementation of 73rd amendment

Jammu: Congress' assertion and hard stance on any issue for the first time has finally worked. The bonhomie it enjoyed with ruling alliance partner National Conference has perhaps received deep dent for the first time, making the latter to surrender to what and on what lines it has been demanding empowerment of Panchayats in the J&K state.
While this was expected and an 'inevitable' development that NC would finally surrender to pressure from Congress, credit certainly goes to the PCC leadership and lately to the statement of Union Health Minister Ghulam Nabi Azad who cumulatively made NC to budge from the resistance it has constantly been showing for incorporating these amendments, sources said a message actually went across the power corridors as a fallout of AICC General Secretary Rahul Gandhi's recent visit to state, even though he did not prefer to hit the nail directly but made the ruling party understand this in comprehensive terms that Congress means business and would not go ahead with polls without incorporating main provisions of 73rd amendment.
Sources said even though Rahul Gandhi did not make any direct statement on empowerment of Panchayat representatives in the state, but his utterance indirectly was a complete and firm indication that he or the party leadership would in no way give away or let this issue fritter in pieces or get diluted from the stated position of the party across the country. The message , be it from assertion at the local level , at the level of ministers and even legislators besides district level functionaries , or at the level of Union leaders was too loud and clear that J&K can be no exception to the policy on empowerment of Panchayats followed in rest of the country and NC can not be allowed to play 'games' or pose hurdles on any pretext.
Sources said Congress' assertion this time did not only mean NC to bow before its demand, but what remained an interesting part as for the conduct of the core group of party at least during the round of eetings held today, first during the meeting of core alliance group and later of its own party's core group on BDC polls with the Chief Minister Omar Abdullah after the meeting failed. It was a head on confrontationist approach Congress adopted in making the partner understand it wants nothing short of the provisions its leadership has been raising lately in order to make BDC polls meaningful or else the entire exercise would prove futile.
Congress has also conveyed this underlying message along with the assertion that it wants to subserve the interest of the national security and it wants grass roots of democracy to be strengthen in J&K which is gradually witnessing changed scenario with respect to fast changing aspirations of the youth. Congress has made it now amply clear that NC instead of become obstruction and posing obstacles, must acknowledge and cooperate on the aspirations of the youth to become a part of the national mainstream, a phenomenon which is being pushed ahead with massive development process supported by UPA government at Centre.
