| `Darbaar' continues to be in use despite CM's orders | | | Early Times Report JAMMU, Oct 15: The Chief Minister, it seems, ceases to have control over the General Administration Department (GAD). In response to a complaint of a RTI activists, the Chief Minister had issued a direction urging all Ministers to refrain from using the word `Darbaar' for their public meetings. The CM, it has been reliably learnt has issued as many as 13 reminders to ensure discontinuation of the use of word `darbaar'. However, things have not changed. The GAD has not taken a final decision on `darbaar' till date. Five months ago on May 19, vide complaint No. 32045 and again reminder No. 34607 dated September 6, complaints in CM Grievance Cell were lodged by Jammu based RTI activist Raman Sharma wherein he had objected to the use of word "Darbaar" in official press releases of the Government and urged the Chief Minister to issue a direction to the Jammu and Kashmir State General Administration Department (GAD) to issue a circular to all Ministers and departments for using word "Public Meetings " instead of word " Darbaar" . The complainant Raman Sharma in his appeal to the Chief Minister had urged "Through this Prayer, I would request you to kindly direct the State General Administrative Department to issue a general notice to all the Ministers, Officers and Departments not to use word "DARBAR" for their public meetings. In his appeal to the CM, the complainant had argued that we are a democratic country and state, the people of this country and particularly of Jammu and Kashmir State have negated the idea of Monarchy some 60 years ago and chose a democratic set up but unfortunately even today after more than 6 decades the shadow of monarch system appears to be existed in the mindset of our honourable Ministers and Bureaucrats." In his appeal Raman has also informed that "Being a citizen of this democratic republic Country and Democratic State I feel and find this word very objectionable and it sounds like that we the citizens are the subject and these officers and Ministers are our masters. It is against the values and principles of democratic establishment of equality. Sir, I hope your good self will issue necessary directions in this regard!" . But even after lapse of more than 5 months the latest status appearing on the website www.jkgrievance.nic.in/ remains "in process ". Despite tall claims by the State Government that the Chief Minister's Grievance Cell has disposed of 90 % complaints received by it in last 3 years, the silence adopted by the General Administration Department on the complaint for more than 5 months and the fact that the CM Grievance Cell has also issued as many as 13 reminder to it. |
