CB books revenue official, 3 fraudsters for forgery

JAMMU, Oct 19: Crime Branch, Jammu has registered a case against three persons and a revenue official for committing cheating, forgery and indulging in corrupt practices.
The Crime Branch registered an FIR no 29/2012 u/s 420,466, 468, 471,120-B RPC r/w Section 5(2) P.C Act against the accused persons Mohd Aslam, son of Faqir Din of Narwal Bala, Jammu, Mohd Ramzan son of Mohd Sadiq of Trongin Tehsil and District Kargil,
Mohd Akhtar son of Mohd Sadiq Mir of Sarh Tehsil Mahore District Reasi and a Patwari Kamal Kishore for tampering with the revenue record. According to sources, an application for registration of a case was submitted by Sub-Registrar (Sub-Judge), Jammu to the Chief Judicial Magistrate, Jammu which was forwarded to Crime Branch, Jammu alleging therein that on 01.02.2012, a sale deed titled Mohd. Ramzan (vendor) Vs Mohd. Akhtar (vendee) was presented before Sub-Registrar (Sub-Judge), Jammu for registration pertaining to the land bearing Khasra No. 206 min, Khata No. 164 Khewat No. 14 situated at Narwal, Jammu. The revenue record annexed with the sale deed prepared by the Patwari Settlement Narwal Bala, Jammu vide No. 290/0029 dated 11.01.2012 wherein in the column of nature of land, the land was shown as "Banjar Qadeem" and the land stood mutated on the name of vendor Mohd. Ramzan son of Mohd Sadiq as per the Revenue extracts. On careful perusal of Fard and its duplicate copy, it was found that there was some insertion and erasure in the column of the nature of land and accordingly Deputy Commissioner, Jammu was requested to make the clarification regarding the nature of land whether the land was "Banjar Qadeem" as recorded in the Revenue extracts or some other nature of land was recorded in the revenue record. In response to the request, the Assistant Commissioner Revenue intimated that there was an intentional tampering of Fard Intikhab which was required to be investigated by an appropriate agency.
On receipt of this complaint an enquiry was initiated in the Crime Branch, Jammu and during the course of enquiry, it was found that as per revenue record the nature of land in question was "Ghair Mumkin Khad" which was changed to "Banjar Qadeem" by making insertion in the Fard Intikhab annexed with the sale deed and a property dealer Mohd. Aslam alongwith Mohd Ramzan (vendor), Mohd. Akhtar (vendee) and the then Patwari Halqa, Kamal Kishore by hatching a criminal conspiracy made insertion in the Fard Intikhab and presented the sale deed before the Court for registration. The omissions and commissions on the part of accused persons, prima facie, constituted offences punishable under relevant sections of law. Accordingly, a formal case has been registered in P/S Crime Branch, Jammu under the relevant sections of law against the accused persons and investigation of the case is in progress.
