| Committees, commissions, inquiry panels no answer to deep rooted corruption? | | | Syed Junaid Hashmi JAMMU, Oct 19: With Chief Minister Omar Abdullah having virtually given up on fighting corruption tooth and nail, IAS Babus have made committees, commissions, inquiry panels and societies order of the day. Such is the non-seriousness that instead of gearing up available machinery, State Government is making knee deep efforts to redress the grievances of VVIPs running various NGOs from New Delhi. Further, none seems to have told Omar Abdullah that reports of innumerable commissions and committees are lying in the record rooms of Journalists, Legislators and legal luminaries. Nothing has changed in Jammu and Kashmir. Callousness is so deep rooted that officers indicted in various probe reports have not only managed to escape noose but are aspiring to become Omar Abdullah's colleagues in the state legislature. Omar may find the words 'offensive' but it is a stark reality that several corrupt IAS and IFS officers are preparing for Assembly elections to be held in the state. Omar's commissions and societies have failed to break ice. A senior Congress leader once remarked "Omar seems to have advised not to touch the corrupt Ministers and complete the six year tenure in office. He has been seemingly told not to use stick against powerful Ministers since they can destabilize the Government. Omar has best inputs hefty record of corrupt practices available but he seems in mood to act." And when the opposition cries foul, a commission or committee is set-up to probe. The report arrives, makes some noise in the newspapers for some days and then, the dust settles down. A statement is issued rebutting even the stark realities, something which is physically available before the eyes of Government. Commission constituted gives clean chit to the accused and thus, the probe report is consigned to flames. It has become commoner's favorite line "Commissions, committees, inquiry panels and societies are constituted to save those in the corridors of power from being hanged." Truth is bitter but one has no option but to accept this one liner of commoners. Public good or commissions to find what the people of Jammu and Kashmir face as a matter of routine have gone into oblivion. Neither is a commission constituted nor is a committee framed to oust from service lower ranking officers. An order is issued asking them to pack up and leave the Government service. Further, Omar has few people around to tell him about problems of business fraternity. But neither does the Chief Minister nor his close aides constitute a commission to hear horrific tales of business fraternity. They yell at their fate. Many have packed up and few more are planning. Yet Babus console State Government by referring to committees, commissions, inquiry panels and societies constituted by them for their own good. A terrified Srinagar city and now even Jammu is seeking solution to the increasing number of street dogs. State Government has constituted societies for prevention of cruelty to animals. The initiative is welcome but one ponders where is the committee to look into the violation of rights of the commoners especially the right to ask painful questions to their legislators about the wealth earned by them during the last 4 years. None seems to have told Omar that 2014 is just a yard away and if he does not make amends, even Congress would not be able to save his party from sinking. |
