| Corruption in PDD at zenith | | Contracts worth crores allotted without codal formalities | | early times report Srinagar, Nov 4: With each passing day while power situation in Kashmir Valley is worsening, the level of corruption in the Power Development Department is touching new heights. Sources told Early Times that the PDD headed by Chief Engineer Muzaffar Mattoo is full of bungling. "The PDD authorities have allotted contracts worth crores in the last few years without calling for tenders and adhering to the codal formalities. Some of the contracts without calling tenders have been allotted to relatives of the Chief Engineer," they alleged. A senior official in the PDD claimed that one junior engineer Abrar Hussian who works as PA to the Chief Engineer has got contract worth crores allotted to his brother Ashfaq Hussian without following codal formalities and even without calling for tenders. "The coterie of four other JEs namely Shabir Khan JE (ITA), Jasim Ahmad, Khalid Ahmad and Wasim Ahmad in the office of CE Mattoo have managed a contract of Rs 160 crore to Wipro in Bangalore without following the codal formalities. Interestingly, all the four engineers often visit Bangalore to receive the favours. The team of engineers is posted in Chief Engineer's office since 2004 and helping him in his misdeeds," he alleged. Sources said that corruption in the PDD has reached to zenith as officers are plundering the state resources unabated. "The PDD Commissioner Manzoor Ahmad Saloora recently purchased two houses at Rawalpora. One of the house is in Lane A Alamdar Colony, House 18 in the name of his brother Majid Saloora and another near masjid in the name of his daughter worth Rs three crore. The Commissioner also owns a flat in New Delhi as well which he has purchased recently," sources claimed. Almost no day passes off in Kashmir when there isn't a protest against the PDD in one or other area.Ahead of approaching winter and amid smouldering cooking gas crisis, unscheduled and extended power cuts have started aggravating the woes of Kashmiris. Of late both metered and un-metered areas in the Valley have started witnessing sharp increase in frequent energy cuts putting the consumers to huge inconvenience. The pesky power cuts triggered protests in several localities in the summer capital during past two weeks and the situation is worse in rural areas. "How can PDD improve power situation in the state when most of the officers are involved in brazen corruption. Government should constitute a high level committee to probe all the bungling in the PDD as it effects common people," demanded Mudasir Ahmad, a Kashmir University student.
