Senior Police officers misusing manpower
Constables, SG Constables running errands in officers' residences

JAMMU, Nov 6: An officer of the rank of IGP in Chandigarh was recently reprimanded following reports that he had deployed as many as 21 Jawans to serve him and his family. While Chandigarh Police took cognizance of the misuse of human resource by its senior officer, men in uniform continue to be misused by the officers of the State Police with impunity and no serious thought has been spared to their plight by the Police administration for obvious reasons.
From SPOs to head constables, men in khaki have been siphoned off from public service and deployed to serve their bosses, their families and extended families while the Police posts and Police stations rue paucity of manpower for normal policing. These men, who reserve the honour of adorning the Khakis and are selected through a stringent physical and written test end up working as drivers, cooks, domestic helps and chowkidars at the houses and farm houses of their bosses.
An officer of the rank of DIG who resides in posh but an outskirts locality of the city has a battery of men deployed at his residence. Men proudly attired in their uniforms can be seen taking the pampered pet of the DIG on stroll, fetching fresh vegetables and milk and dropping boss's children to schools and tutorials in the fleet of departmental vehicles which are permanently parked in DIG's portico. Interestingly, the DIG continues to use an ambassador car with tinted glasses with a red beacon light atop in violation of norms. While the DIG and his family enjoy all freebies at Government expense, the men deployed in the service of DIG's family put up in sub human condition in a tin hut erected in the premises of the PHE department adjacent to DIG's bunglow.
DIG in question is not an isolated case; even middle rung officers of the Police have men deployed in their personal service. There is a need to devise a clear policy with regards to deployment of uniformed men as helpers to senior officers. With huge hike in the salaries of the constables after the sixth pay commission, their self esteem, pride and honour has also soared and their deployment to run errands back home is not only poor economics, but also a dangerous practice for a belt force. Dissatisfaction among the rank and file has manifested time and again in the incidents of mutiny and fratricide in the Army recently and Police need to take a leaf out of the book- the sooner the better.
