| Madan demands implementation of RTE, JJ Act on central pattern | | | Early Times Report
JAMMU, Nov 14 : Demanding immediate implementation of Right to Education Act and Juvenile Justice Act on Central pattern in J&K State, Member of Parliament Madan Lal Sharma observed that central and state governments have made many Acts and laws for care, protection and education of children but unfortunately these Acts are not implemented on ground due to various reasons. Sharma was speaking in a function organized by Vasudhaiva Kutumbakam Welfare Society at Govt. Women Degree College Parade to mark Children's day. He said that J&K Government should adopt Right to Education Act and JJ Act as these Acts guarantee protection and Education to vulnerable and unprivileged children. He also said that if Govt. can adopt PC, PNDT and many other Central Acts, there should not be any delay in immediate adoption of these acts. He appealed the Education and Social Welfare Deptt. to take lead so that these Acts are passed by the State Assembly in the best interest of the children of J&K. He said that the conflict and other uncertainty in border areas of Rajouri, Poonch, Jammu and Samba, the education and child protection infrastructure was shattered and whatsoever is available is inadequate to cater to the child population. The proper implementation of Acts will enable liberal funding from Govt. of India for all these activities. He also demanded that JJ Act rules are made in J&K but JJ Act needs to be strengthened on Central pattern. He appealed the Chief Minister to immediately direct Social Welfare Deptt. to construct observation homes at all District Headquarters and to create posts to run these homes properly. He also demanded that a basic minimum standard should be implemented for running all orphanages in J&K state. He emphasized that a real tribute to Pandit Jawahar Lal Nehru who is popularly known as "Chacha Nehru" will be to ensure care, protection and education to the orphan and unprivileged children. |
