CM, Ministers stay away, pre occupation 'outside' more important …..?
Govt, governance 'invisible' in Civil Secretariat

Jammu, Nov 23: With NC led coalition government intensely busy with the political matters and ministers from both the alliance parties on tour spree , the main seat of governance Civil Secretariat is becoming a heavy casualty of this 'pre occupation' as ministers rarely visit, leave alone attending their offices regularly. From Chief Minister Omar Abdullah to Deputy Chief Minister Tara Chand and the entire caravan of ministers, none has attended their offices for more than three days ever since the Durbar opened in the winter capital on November 5.
"It is an unprecedented scenario witnessed this time in the civil secretariat …… the chambers of ministers are seen either closed or visitors waiting for hours in vain…… there is hardly any minister who comes to Secretariat for two consecutive days……..", said an officer working in the Secretariat for the last over 23 years. I do not think the files have yet been opened or work started in any department in the ministry after shifting of Durbar to Jammu, he said adding that absence of ministers in the offices has resulted in truancy of officials and employees .
Sources in various departments within the Secretariat confirmed this and said this is perhaps for the first time in years, even during the present regime that ministers continue to stay away from the offices and have hardly attended for a couple of days or at the most three or four days during the last over three weeks. No matter the period was interspersed with some festive holidays , yet the attendance remained quite thin at all levels on account of which the Secretariat premises presented a deserted look and the office chambers remained virtually shut. Sources said senior ministers from both NC as well as Congress have come for not more than twice or thrice to offices and even when they register their presence the stay is not more than a couple of hours. The junior minister who may or may not be as busy as their seniors in works outside the Secretariat have followed the pattern and they too prefer to stay away from the official chambers and instead attend their personal or political functions in respective constituencies.
Same is true for the Chief Minister and Deputy Chief Minister . Both of them have been seen visiting places including summer capital and national capital frequently on one or the other pretext. Files have yet to move from their chambers and those being sent from various departments are pending for approval, said the sources. With political 'bosses' not maintaining regularity in terms of their presence in the Secretariat, the bureaucrats and officers down the line have also been toeing same line, with some Commissioner \Secretary level babus yet to register their presence after reopening of offices, no matter on what pretext. The scenario of thin attendance of ministers and others who matter in running the 'show' of governance, the telling impact of it all is seen most on the visitors inflow to the Secretarait which has tremendously shrunk , sources said adding that if it used to be in thousands at this point of time in earlier years, even two years back, non serious approach of government and ministers has disappointed the visitors to the extent that their number is barely not more than a hundred or little more per day.
