Probe panel has tried to save its own skin : Harsh

Jammu, Dec 23: Expressing shock and anguish over the report of the probe panel constituted by the Government to enquire into collapse of legislative complex on the intervening night of Dec. 10 and 11, Harsh Dev Singh NPP MLA has said that the expert probe committee has tried to shift the blame to a non existent New Delhi based consultancy firm in a bid to save their own skin.
He said that the members of probe panel were the same engineers and heads of State Engineering wings who had conceptualized the project and approached a private firm named M/S Consulting Engineering Services, New Delhi for consultancy. He argued that the said Engineers were required to explain in the first instance as to what prompted them to approach a private consultancy firm in New Delhi when the State Government has its own 'Design Directorate' for the said purpose. He said it was highly illogical besides being violative of norms to approach a private limited company which has no Accountability and that too by ignoring the State's own technical wing named Design Directorate. He claimed that the said New Delhi based pvt Consultancy firm has mischievously disappeared and dissolved and is said to have merged in some other US based firm.
"Report is based on guess work and conjectures as would be evident from the plain reading of report, as the Expert Committee members are not confident about their own report" said Singh.

Re-iterating his demand for a high level probe by experts from outside the state including GOI investigating agencies, Singh said that it was required to be ascertained as to whether the old complex caved in owing to excessive digging underneath its surface for construction of the new complex or due to official negligence in ensuring its upkeep and maintenance, or due to flaws in planning or in execution or all of the above factors.

Singh said that the people of the State in general and of Jammu region in particular had sentimental attachment with the historical monument. He said it was an epitome of Dogra art, culture and our rich heritage. He said the said complex was visited by 'Prince of Wales' and it was here that the discussion to establish 'Prince of Wales college', now known as GGM Science college, was taken.
Singh also rapped the Government for selective attachments of officers of JKPCC. He said that the state Government has acted in most arbitrary manner and granted immunity to certain delinquent officers while taking action against certain others who had nominal or negligible role in the process. He warned the govt. to stop looking for sacrificial lambs and hold a fair probe so as to ensure justice and bring the real culprits to book.(
