| ‘Ineligible’ candidate promoted as Dy Registrar in KU | | | Majid Ahmad srinagar, Jan 19: In brazen violation of norms, Kashmir University authorities have promoted an "ineligible" candidate to the post of Deputy Registrar recently. According to the University order No F10 (Apptt-Gen)/RC/KU/12, Asmat Kawoos, Assistant Registrar (AR) was promoted as Deputy Registrar on January 11. Sources told Early Times that Asmat wasn't eligible for the post as she neither had the required experience nor the prescribed qualification for the post. "Asmat has only six plus years of experience as AR while the required experience is eight years. She was taken on the plea that she has masters' degree and needed only five years experience as AR," they said. However, Asmat holds only LLB degree which has been declared as equivalent to bachelors' degree by the Association of Indian Universities in its EV/II(704)/2007/1607 dated 13 March 2007 in response to KU Registrar's letter number F(PS-Reg) KU/07/106 dated 8 March 2007 where he had sought clarification on the parity of LLB (Hons) degree, after graduation with postgraduate degree. The Association of Indian Universities clearly mentioned that as per UGC Act 1956 and the Rules Regulations under the Act, Bachelor of Laws (LLB) degree is a first degree in Law. "Although three years Bachelor of Laws (professional) LLB (Hons) is pursued after Bachelor degree it may not be considered yet equivalent to Postgraduate Degree," the letter, a copy of which lies with ET, reads. A senior professor of the KU said that Asmat was allowed to sit in the interview while being "ineligible" for the position of Deputy Registrar. "The screening officer took the plea of Jammu University Council resolution that LLB is equivalent to PG for the appointment purpose that too without debating the sanctity and legality of the resolution detrimental to the LLM degree holders and other PG degree holders," he said. "The question is whether Jammu Council resolution is applicable to the University of Kashmir per se. Why University of Kashmir has not adopted the Jammu Council resolution till date? Why University has not notified for adoption of the same?," he asked. The professor alleged that "blue eyed" Asmat was being pampered by the authorities within the Institution despite being ineligible. "While, the clarification of AIU is clear but still she was allowed. This is what is happening at the highest seat of learning in Kashmir," he rued. A senior official in the administration said that recognition and specification of degrees is the sole authority of University Grants Commission (UGC) only. "Dean Academics Prof A M Shah, Dean Faculty of Management and Commerce Prof Musadiq Amin Suhaf and Registrar Prof Zaffer Reshi who were part of the screening committee cleared Asmat despite knowing that she lacked the requisite qualification," he claimed. The official said deserving candidates like AR Showkat Shafi who had higher qualification and experience were "intentionally" dropped to accommodate Asmat. "There were senior ARs with better qualification for the post. But the KU authorities were under pressure to select Asmat only due to her close proximity with power corridors," the official alleged. Sources told ET that Asmat Kawoos has managed to appoint four of her relatives through backdoor in the KU during former Vice Chancellor Riyaz Punjabi's tenure. "Initially Asmat was herself appointed as contractual law officer in the KU through backdoor. It is high time that Governor in his capacity as Chancellor of the Varsity and Chief Minister as Pro Chancellor order a probe how such bungling are happening in the KU," they demanded. |
