| HODs show thumb to Medical Education Minister's decree | | Govt order is not word of God' | | Early Times Report srinagar, Jan 19: Despite banning of private practice for all Heads of Departments (HoDs) of the Medical and Dental Colleges of the State and their associated hospitals by the Government, various HoDs continued with private practice in clear defiance of orders of Medical Education Department. Private clinics of HODs situated at Hyderpora, Batamaloo, Sanat Nagar, Karan Nagar and various other places continue to operate in clear defiance of Government orders. Some of the doctors are defiant and refuse to abide by Government orders. "That order is an order not the word of God which should be followed strictly", said one of the HoDs, adding, "We have seen such orders in past but no one could stop us. Let them (Ministers) do their paper work to please their voters," she added. Some HoD's have even engaged their sub ordinate doctors at their private clinics by allowing them to remain absent from hospitals. "I was looking for a particular doctor and came to know from a nurse that she (doctor) was to see patients at a private clinic of her HoD as she (HoD) was unable to go for private practice due to Government orders", said a patient at LD Hospital here. "Rules and orders don't matter for these high hats. Rules are for fools and poor. It was only an order on papers which you'll never see implemented", said clerks at the private clinic of a HoD as patients were seen depositing fees at the counter for consultation by the renowned doctor. Appreciating the Government order, general public expressed delight and hope that such measures will bring a difference to the working of hospitals in the State, "The order is appreciable and we hope that the concerned Ministry will improve the standard of treatment and availability of doctors at the hospital", said a patient at the SMHS hospital here. Even the Doctor’s Association Kashmir (DAK) welcomed the decision of the Government to ban the private practice of all heads of departments of the tertiary care institutions. People in general and various civil society members even asked for banning of private practice in case of all the doctors working in GMC and its associated hospitals. "The order will be implemented tooth and nail and any one found violating the order will be dealt strictly under law and can be terminated from the services, if needed", said officials at the office of the Principal at GMC Srinagar. Commissioner Health Secretary MK Divwedi said that the orders would be implemented within days. "Orders have been issued on Thursday and I think, we should give two to three days to HoD's to bring change in their attitude. The order has to be implemented and whenever you find any one violating the order, inform us and we'll take action", said the Heath Secretary. "The main objective behind the order is to make HoD's available in their units. We have witnessed that they (HoD's) assign most of the job to their juniors and go themselves to earn at private clinics", he informed. Pertinently, the decision to ban the private practice of HoD's had been taken in a review meeting chaired by the newly appointed Medical Education Minister Taj Mohiuddin. |
