| Sarpanch placed under suspension over corruption charges | | | early times report Anantnag, Feb 22: For the first time in the valley, Sarpanch from South Kashmir's Utrasoo Anan-atng was suspended by District Panchayat Officer (DPO) after allegedly found involved in grave misconduct, corruption and misbehavior towards public and Panchayat Committee. However the move of DPO has evoked a mixed response within the department with some officials terming it unconstitutional. Sarpanch identified as Mustaq Ahmad resident of Utrasoo of Shangus panchayat block was suspended after Distrcit Panchayat Officer Anantnag took notice of the complaints lodged by Panchs and locals of Panchayat Halqa. A social audit was also conducted in this regard and the said sarpach was allegedly found involved in the corruption and embezzlement of funds. An issued order by the District Panchayat Officer Anantnag reads, "Pima facially it has come to the notice of the undersigned during social audit on 10/1/2013, established that one sarpanch namely Mushtaq Ahmad Bhat of Halqa Utrasso is involved in grave misconduct, corruption, misbehaviour towards public and panchayat committee. The panchayat committee members have also passed a resolution for his involvement as above and have recommended for his termination suspension in ghram sabha as well. "Pending inquiry into the matter the said sarpanch is hereby placed under suspension with immediate effect till further orders, " it added Meanwhile suspension of the sarpanch has evoked mixed response within the official hierarchy of district administration and rural development department as Deputy Commissioner Anantnag is satisfied with the action taken against the sarpanch while as director rural development terms the action as nothing but 'unconstitutional." "There is a proper procedure which is to be followed while taking any action against the elected representative. The DPO has not followed the provisions of the act while issuing the suspension order. I have asked the Additional Deputy Commissioner to look into the matter and submit a detailed report," Director Rural Development, Mir Altaf Ahmad said while reacting to the action. High placed sources said that the Assistant Commissioner Development has also opposed the order issued by the DPO. Deputy Commissioner, Anantnag, said, "Yes there were some serious allegations against sarpanch on the basis of which the DPO had placed him under suspension. We will not tolerate these corrupt people at all." Meanwhile sarpanch, who has been placed under suspension moved court to challenge the order. |
