Prioritize completion of ongoing projects: Khandey

JAMMU, Apr 22: The High Power Committee constituted to devise strategy for implementation of Rural Infrastructure Development Fund (RIDF) during 2013-14 met here today under the chairmanship of Chief Secretary, Mr Iqbal Khandey.
The meeting discussed various vital issues including disbursement of NABARD loan during last financial year, closure of tranches RIDF XII&XIII, requirement of loan component for ongoing projects, non starter projects/de-sanctioning thereof, submission of Project Completion Reports (PCR)s, administrative approval of sanctioned projects, e- tendering and monitoring observation of RIDF projects .
Principal Secretary to Planning and Ladakh Affairs, Mr. B R Sharma, Commissioner Secretary Agriculture, Dr. Asgar Hassan Samoon, Commissioner Secretary R&B, Mrs. Tanveer Jahan, Commissioner Secretary, Forest, Mr. Ejaz Iqbal, Secretary Education, Mr. Hardish k Singh, Special Secretary Finance, DGM, NABARD, Director Finance, Director Planning, Director PAPM, besides senior Officers of Finance. Planning, Health, PHE, Animal and Sheep Husbandry and NABARD participated in the meeting.
The meeting was informed that out of the total allocation of Rs.413 crore, Rs. 394.63 crore have been released under NABARD for promotion of agriculture and upgradation of health care, irrigation , besides road connectivity projects in the State during last financial year.
The meeting was also informed that an amount of Rs. 700 crore have been negotiated as NABARD loan for current financial year to give further fillip to agriculture production, allied sectors besides upgrading of health, communication and irrigation facilities in the State.
The Chief Secretary under scored the need for time bound formulation of DPRs of different projects for sanction of NABARD funding. He stressed upon the concerned authorities to ensure time bound completion of the ongoing projects to ensure that the benefits of the same reach to the people at the earliest. He directed that priority should be given to completion of the ongoing works and new projects of public importance should be taken up thereafter. He instructed that increasing trend of non starter projects should also be reduced. He also under scored the need for completing the projects within stipulated time frame and directed the concerned authorities to explore possibilities for development of agriculture, horticulture and animal and sheep husbandry sectors.
The meeting held a detailed review of the physical and financial status of each project taken up under NABARD and also discussed new projects to be taken up during current financial year.
