| Unproductive, dreggy meetings marring the functioning of the agriculture department | | |

Jammu, Aug7; For some top bureaucrats holding the posts of commissioner secretaries, convening dreggy and non-productive review meetings and distracting the officers from their assigned jobs is the only business-they are familiar with.
Though bureaucracy in Jammu and Kashmir has always been iniquitous and detrimental to the interests of the people of the state, however, some of them have earned notoriety in keeping the filed officers hostage for hours together on daily basis in unproductive meetings and even undertaking tours to the length and breadth of the state.
“They are keeping the entire administration virtually hostage for hours in unproductive meetings,” lamented a senior officer, wishing not to be quoted.
The officer said that some commissioner secretaries have made it a routine to call meetings of senior officers on daily basis which would last for hours without any results.
Another senior officer while citing instances told Early Times that Commissioner secretary Agriculture Department is always found in holding unproductive meetings, therefore, debarring officers of his department from attending their own work which gets hampered and the people subjected to hardships.
“He (Commissioner Secretary, Agriculture) would convene even two to three meetings of the same officers in a day without any results” said the officer.
Meanwhile sources in the Agriculture department said that files are piling up in the offices of the directorates under the administrative control of the commissioner secretary Agriculture Department mainly because the commissioner is always dragging the directors and other senior officers in unproductive meetings.
They said the he has no file orientation because he is always seen chairing unfruitful review meetings.
The decimal performance of Agriculture department was also pinpointed by the Planning Commission of India.
Sources said the Directors of Horticulture and Agriculture from both the regions, Director HPM, Managing Director HPMC and other officers of the department are either seen in the office chamber of the commissioner secretary attending boring and dreggy meetings or escorting the commissioner to tours.
“You will never find them (officers of Agriculture and Horticulture departments) in their offices because they cant spare time for their assigned jobs under these circumstances” said another senior officer.
Yet another senior officer complained that the Commissioner secretary is some times using indecent language and hurling abuses on his officers.
“The agriculture Department has become a rudderless ship because it does not have a leader. Commissioner secretary was supposed to frame policies for running such an important department which is considered as the backbone of our economy but unfortunately it is other-way round ” said the officer adding that the whatever little the agriculture department has performed over last three or four years was because of the efforts of the minister.
“Luckily we have had a sensible minister, otherwise the department would have collapsed” said the officer.
He said criticism was brewing against this nonchalant and detached attitude which has piled sufferings for the vast majority of people associated with agriculture and horticulture in the state.
“I don’t know what purpose do these review meetings serve and what are the results of these meetings” said a progressive former of apple town Sopore.
A sense is growing within the officers that the review programs are proving counterproductive as the officers, instead of attending to their responsibilities in the field are forced to stay in these “pointless” meetings.
The officer said the long drawn meetings except for killing precious time has nothing to offer.
“Long hours are consumed in the meetings. The Commissioner Secretary could remain in touch with heads of departments on phone and seek information. |
