| Court denies bail to principal, Secy Rotary Inner Wheel home | | Sexual abuse of mentally retarded girls | | early times report Jammu, Sept 23: CJM Jammu Mr. SR Gandhi today rejected the bail application of Girdhari Lal Koul (Principal) and Rajinder Kapoor (Secreatry) who were arrested by the police in much publicized rape case of Mentally Retarded home. According to police case, accused Rajinder Kapoor, secretary and accused Girdhari Lal Koul , Principal of Rotary Inner Wheel Home for mentally retarded children knew of sexual exploitation of the children of the said home on the part of employees of the home and despite this they omitted to take any legal action in the matter and even get one of the mentally retarded girl aborted from a private clinic. It is further alleged that both the accused persons incurred expenses for medical termination of pregnancy. CJM Jammu SR Gandhi after hearing CPO Sanjay Kohli with Senior PO Rajeshwar Basotra appearing for the state observed that this is a case where the mentally retarded minor girls were sexually exploited and the investigation so far suggest the rape of minors and the mentally retarded persona have been victims of social rejection and it has led to their de-facto marginalization and rejected the bail application of the accused. Meanwhile Forest Magistrate Jammu (Duty Magistrate) Jammu Mr. Adnan Sayed today granted six days police remand of two doctors namely Dr. Raj Sharma and Dr. Raman Today Dr. Raman Sharma was produced by the police in the Court whereas for accused Dr. Raj Sharma a medical certificate has been produced which shows that the patient was admitted on September 22, 2013 in GMC and is still under investigation and observation in the hospital. Forest Magistrate Jammu (Duty Magistrate) Jammu Mr. Adnan Sayed after gone through the CD file observed that the offence are heinous as well as non-bailable and the investigation is still going on and granted six days police remand of both the accused till 28th of September, 2013 with the direction to complete the investigation as early as possible and produce the challan in the court. |
