Panchayat conference advertisements and helplessness of Panchayats go side by side in J&K | | | Early Times Report Jammu, Sept 23: An advertisement issued by the State Rural development Department and carried by some newspapers about the Panchayat Conference in Maitra (Ramban) makes an interesting reading. The advertisement said State Rural development Minister Ali Mohammad Sagar and minister of State Viqar Rasool Wani would interact with Sarpanches and Panches of Ramban district. While the advertisement makes good reading for those not acquainted fully with the plight of the various Panchayats and their elected representatives in Ramban and elsewhere in the State, the fact remains that despite the best efforts of the Congress allies in the NC-Congress coalition, the NC has been literally blocking the empowerment of the Panchayats in Jammu and Kashmir. The Congress has now given two weeks time to the State government to have the 73rd Amendment extended to J&K so that the real empowerment of the Sarpanches and Panches takes place. Ever since they got elected the Panchayat representatives have been complaining about their helplessness in getting the issues facing the villages in their areas addressed. Besides getting exposed to the dangers from the militants the Panches and Sarpanches also complain of misbehavior by officers of the district administration in listening to their problems. It is an irony of fate that the State Rural Development Department is spending precious public money on issuing advertisements carrying photographs of ministers and at the same time the State government is doing everything possible to ensure that the elected Sarpanches and Panches in Ramban like in every other district of the State are helpless in resolving the problems of the people who elected them. |
