Harsh lambasts Govt for 'arbitrary curtailment' of dev plans

Jammu, Sept 27: National Panthers Party (NPP) chairman and MLA Harsh Dev Singh has lambasted the state government for cutting 25 percent funds in various developmental plans after the said plans having been approved and finalized by (DDBs) of the state. In a statement he said the DDB meetings were held after the approval of the State Annual Plan by the government of India and the state governmentt was well aware of its financial resources. "The DDBs were allocated funds initially after thoroughly scrutinizing the availability of funds during the current financial year as approved under State Annual Plan by the GoI. Under such circumstances the curtailment of 25 percent effected in the approved plans by the state government was highly intriguing and mischievous," he said.
Harsh added it was ridiculous that the state government after effecting the curtailment had once again issued a circular to all districts to reframe the District Plans in the light of altered plan outlays. He said it was the first time that such a mockery was committed by the govt. and termed the same as financial impropriety and irregularity of a grave order. He claimed that government was saving funds to be utilized through back door and in violation of financial norms in certain selected and favourite constituencies.
The NPP chairman flayed the government for withholding funds under various centrally sponsored as well as state sector schemes despite the lapse of first six months of the current financial year. He mentioned in particular the ' Bad Pocket Plan' which was not released till date despite the fact that such bad pocket areas had a very limited working season and usually became inaccessible after the winter snowfall thus making the launch of development schemes impossible in such areas.
Not only that, Harsh claimed that the 'Bad Pocket Plan' had been drastically cut down from Rs 50 crore in the previous financial year to just Rs 10 crore in the current financial year 'and all this notwithstanding the fact that the state govt. was making tall claims of according top priority to development of bad pocket areas.'
Likewise , he said, the funds under SCA to SCP; SCA to TSP, Art 275(1), T&D and Electric Maintenance; PYKKA; MGNREGA; NABARD; AIBP; APDRP; STF, Funds for Tourism Development Authorities had not been released by the state government thus providing the most glaring example of highly casual approach and fractured work culture.
The NPP MLA questioned the rationale behind release of a special package of Rs 35 crore to Srinagar District to the exclusion of all other districts under the garb of Special Area Development Programme (SADP) and called upon the government to explain the criteria adopted for the purpose.
