| A veteran cop who is known for his 'passion for music, literature' | | | Early Times Report
Jammu, Dec 3: The quest for poetry and music has not only helped, Israr Khan IPS, Ex DIG to ease the pressure from hectic police duties but also made him distinguished spotlight and even after his retirement he still in talks. Former DIG Training PHQ has played a crucial role in maintaining law and order situation in border district Samba when he was at helm of affairs as SSP and also hit the media limelight when he personally supervised security when a cross border tunnel was found in Samba district and during Twin terror attack in Hiranagar and Samba on Oct 26. Here it needs to mention that the new government order to the effect was issued by the Govt on November 29, just a day before his retirement on 1 Dec 2013. A multifarious personality and highly competent Senior police officer, who is better known as Laly Khan was SSP Samba for the last three years. Mr Khan a student leader during his college days, was also an approved artist of Radio, Stage and Doordarshan Kashmir and after graduating from Science and later Law College Jammu, started his career as an advocate. However his passion for uniform compelled to Police Services in 1979 as Sub-Inspector where he served in capacity of SHO at couple of Police Stations. But this was not his destiny and lady luck has something different for him and thereafter in Year 1983, Mr Khan passed the prestigious Civil Service Examination (CSE) conducted by Public Service Commission (PSC) and got himself in another role i.e. as Dy. SP in 1984. When one talks about the SSP Samba Mr Khan, certain things spontaneously come to one's mind. Motorcade with siren, AK 47 toting gunmen, kowtowing subordinates and some real tough talking by the tough man, but here is a different person: Mr Khan is no doubt tough as far as his work is concerned but at the same time he shuns `flatter' and likes to embrace words like `camaraderie', and prefers to keep a low profile. And he likes to spend his free time in literary works especially poetry. From 1985 to 1997, Mr Khan served in various capacities as DySP Traffic Rural, Kashmir where he got CM’s Gold Medal and Certificate for saving the lives of hundreds of stranded passengers caught in the snow storm and avalanche at Zojila Pass Kargil. He served in various capacities as SDPO KothiBagh, SDPO Kulgam, DySP DAR Srinagar during peak insurgency in valley and later was promoted as SP in 1997 and posted as SP CID for Doda /Udhumpur Range. As SP Security Kashmir and was awarded Antriki Sewa Suraksha Medal in the year 2000. From 2000 onwards, the officer performed outstandingly on Anti-Militancy front. The veteran, decorated with Antriki Sewa Suraksha Medal, was also instrumental in forming anti-land grab cells wherever he was posted in the State which led to a crackdown and return of land to the rightful owners. As Commandant IRP 3rd Bn. in 2003, and Commandant 5thBn JKAP in 2005, the officer conducted various events under CAP, like All India Children Camps and Rescue and relief operation during Snow storm at Waltengu Anantnag. The officer was awarded DGP Medal for the sports / cultural activities and the daring rescue operation. Honestly accepting the general feeling that he is a low profile officer, Mr Khan says, "I like to be myself and do not try to copy cat anybody or flaunt the power of my uniform. I try my best to give a patient hearing to most of the complaints, especially the ones from the lower strata of society. "In general I believe in reforming criminals rather than advocating for severe punishment unless it is a gruesome cold blooded crime," he adds Recalling his service record the officer, he evokes that he was inducted into IPS cadre during the year 2005 and then was posted SSP CID Headquarters, J&K and did his best streamlined the Passport/Service verification, Visa Permits, LoC trade etc and these efforts were acknowledged by way of outstanding APRs and letters of appreciations by all the Heads of Departments. Here it needs to mention that by the dint of his professional ability and strenuous efforts the officer as SSP Samba in addition to supervision of other crime affairs, the police under his supervision has been able to solve 06 blind murder cases. As an officer Mr Khan has also proved his ability to ensure incident fee Panchayat elections in the year 2011 as well as crime free atmosphere in the District. As SSP Samba the officer in his drive against menace of drug/bovine smugglings has been able to tighten the noose against the persons repeatedly indulging in Narcotic/Bovine smuggling which resulted into recovery of huge quantities of narcotic drugs during his posting. In this connection, 10 persons habitual Bovine Smugglers were recommended for detention under PSA, out which 07 persons were detained, 05 repeatedly involved in Narcotic Smuggling and 01 person involved in Timber smuggling were also recommended for detention under PSA. The tough cop didn't stop here, besides this history sheeters, land grabbers, drug traffickers and other anti-social elements have been put under severe surveillance. While serving in CID In 2010, he conceived a multi talent show to promote the budding singers and artists of J&K State. His show "Choona Hai Aasman", a talent hunt competition which is now a flagship of J&K Police endeavour and giving platform and proper direction to the talented and underprivileged children of our State under its Civic Action Programme (CAP). Under his guidance the show traverses to the entire length and breadth of the state starts at each District where more than three to four thousand artists simultaneously perform in all the 25 Districts of the State under the supervision of District SPs in which over 01 lakh aspirant participated in Male and Female category of singing of the State. Pertinent to mention here that the winners of our 2010-11 & 2011-12, also contested at the National Level in the famous reality shows on satellite channels like "Voice of Punjab" of PTC Punjabi Channel, Zee TV's "Sa Re Ga Ma Pa" and "Bharat Ki Shan" of DD National and won laurels. The officer being Chief Coordinator of State Level Talent Hunt Competition "Choona Hai Aasman" remained successful in the conduct of Season-03 of the said singing talent hunt competition at SKICC Srinagar on 15.06.2013 which was also witnesses by Omar Abdullah, Chief Minister J&K, Farooq Abdullah, Union Minister besides Bollywood Personalities Anu Malik, Music Director, SadhanaSargam, Renowned Singer and Ashok Thakaria, Bollywwod Producer and won great accolades for this endeavour. Now after completing 34 years oflong devotional service, he retires from the Police Department. |
