EARLY TIMES REPORT JAMMU, Dec 3 : In a PIL filed by Jammu & Kashmir National Panthers Party (JKNPP) supremo Bhim Singh in which he has alleged that 623 Kanals 10 Marlas of forest land is being transferred to JDA for construction of a colony, a Division Bench of the State High Court comprising Chief Justice MM Kumar and Justice Hasnain Massodi took serious note of non-production of the report of the two Ministers committee which was constituted by the State Chief Minister and information of which was given by Advocate General of the State before the State High Court on April 15, 2013. When this PIL was taken-up for consideration, Division Bench after hearing Adv SK Shukla (Court Counsel), Adv HC Jalmeria for the PIL whereas Adv GS Thakur appearing for forest Dept and Adv Adarsh Sharma appearing for JDA, Division Bench after expressing its anguish observed that in terms of order dated April 15, 2013 Advocate General had stated that the Chief Minister has constituted a Committee of two Ministers, namely, Minister of Forest and the Minister of Urban Development and they were to meet as per the statement made, a week later and submit report within two weeks thereafter. However, till date report of the Committee has not been placed on record despite various opportunities having been granted. Upon this Division Bench granted last opportunity to the respondents to file Comm ittee's report failing which the Advocate General to appear and explain his statement made on April 15, 2013.Division Bench further directed that Registry to list this PIL on February 3, 2014.
