Omar's e-governance misguiding public?

Jammu, Dec 4: Chief Minister Omar Abdullah leaves no stone unturned to highlight the achievements of his Government . During his public rallies Omar talks about e governance, CM's grievance cell , Public Service Guarantee Act and RTI Act which he claims are the major achievements of his Government.
When Omar Abdullah took over as Chief Minister of this state people thought that he is young, dynamic and energetic and computer savvy but after five years the state seems to be going back instead of making progress in various fields.
A new version of Right to Information Act (J&K RTI Act 2009) was enacted by Omar Abdullah led Government in March 2009 and its rules were formulated after a year in 2010 but shockingly the Law Department seems to be totally ignorant about the laws and rules. It has three links J&K RTI Act 2009 , J&K RTI Rules 2009 and Voluntary Disclosure under JK RTI Act 2009 on its website .
First of all the Law Department must know that no RTI rules were formulated in 2009, it was the J&K RTI Act 2009 which was enacted in March 2009 and its rules were formulated in 2010 but the details are wrongly shown, after clicking the J&K RTI Rules 2009 , the RTI Rules of 2010 come on the screen.
It is true that RTI rules 2010 were in operation but from September 2012 these rules too have been repealed and replaced by the J&K RTI rules 2012 and the Law Department which publishes books and booklets on various Acts , Rules including J&K RTI Act 2009 and Rules 2012 is totally ignorant about all the developments.
Under J&K RTI rules of 2010 the RTI application fees was charged @ Rs 50 and photocopying fees was charged @ Rs 10 per copy but these were slashed to Rs 10 and Rs 2 respectively but if some person accesses J&K Law department website then he would be misguided and the person will pay RTI fees which is much higher in addition to it the mode of paying RTI fees in shape on State Non Judicial stamp papers has been deleted under existing JK RTI rules 2012 but as per 2010 rules this provision does exist and if one goes through Law department website the person will definitely be misguided and his / her RTI application can be rejected if the RTI fees is paid in shape of non judicial stamp paper.
"This is very unfortunate that most of our official websites are not updated in J&K and majority of the State Government websites depict wrong and misleading information and as far as RTI rules of 2012 are concerned, majority of Government departments haven't uploaded them on their websites, even the official website of J&K Government (www.jammukashmir.nic.in) is defunct since last three years, this seems to be a messy state," said Dr Raja Muzaffar Bhat senior RTI Activist from Kashmir.
"If an ignorant person wants to access information about RTI law , he may visit J&K Law department website but he won't know that the information he gets from this website is obsolete and misguiding," said Syed Nasarullah chairman J&K People’s Forum and retired senior Judicial official .
