| CEO constitutes teams for verify attendance of employees | | | Early Times Report
Rajouri , Dec 14: Acting over the repeated complaints against teachers for their absence from place of posting, Chief Education Officer Ch Lal Hussain, in consultation with higher authorities, constituted teams to verify the attendance and leave accounts of theses employees and only after their consent the salaries of the employees will be disbursed.
Ch Lal Hussain have also made responsible all the concerned 'drawing and disbursing officers (DDOs) for any negligence in this matter.
Vide his office circular No 35180-343 dt 13/12/13 CEO have instructed the DDOs to make available all the concerned records including service books of the employees whenever asked by the committee members. According to new instructions CEO has also made necessary the performance of the employee for the release of annual increment and said that the concerned DDO will be sole responsible for any mistake in this matter, if found during the verification by the committee members.
"No DDO is now entitled to release his /her own increment and this will be done from the office of the Chief Education Officer after internal assessment" said CEO.
He also instructed the DDOs not to release December month salary of the employee unless the leave account and attendance was not verified by the committee members.
Pertinent to mention that most of the employees, especially teachers ,appointed in the schools falls in far flung areas don't attend their duties. Either these schools remain closed or these teachers have hired local youth of the vicinity to teach the students and they are paying between Rs500-1000 to such youth from their pockets. |
