| Does NC want Govt to declare Nov 17 as Republic Day of J&K? | | Seditious PIL | | Neha JAMMU, Dec 14: Does the ruling NC, which stands for greater autonomy, virtually bordering on sovereignity on the ground that Kashmir is a Muslim-majority region and has been at the helm since January 2009, want a dispensation under which the State Government would celebrate November 17 as Republic Day of Jammu and Kashmir and abandon the 63-year-old practice of celebrating January 26 as the Republic Day of India? It bears recalling that the Jammu and Kashmir Constituent Assembly, a rigged institution, had adopted the new constitution for the State on November 17, 1956 and the new constitution framed and adopted by the Constituent Assembly was enforced on January 26, 1957. As for the Constitution of India, it was enforced on January 26, 1950 and since then the entire country, including Jammu and Kashmir, has been celebrating this day as the Republic Day of India. Why this question to the NC? Because the NC has not rejected outrightly the PIL filed on December 10 by a former forest officer-turned-separatist Abdul Qayoom Khan in the Jammu and Kashmir High Court at Srinagar seeking directions to constitutional authorities in the State to use the State flag in all their official cars, offices and office buildings, besides seeking directions to constitutional authorities to celebrate Republic Day of the State of Jammu and Kashmir on November 17, when it adopted the constitution of the State. When asked by a reporter as to what he had to say about the PIL, NC MP Mehboob Beg, instead of rejecting it outrightly, reportedly said the same day that the "people of Kashmir have always been conscious of their identity and the history bears witness to the fact that the people here have prioritized the secular principles" and that "our State is unique wherein we have constitution within the constitution and we have to preserve the unique identity of the State". Of course, Beg also said that celebration of Jammu and Kashmir Republic Day will lead to "confrontation" with New Delhi. "If the State flag is separately hoisted and if the state celebrates its own republic day, it would lead to 'secession'. The fact of the matter is that the confrontation must be avoided," he said. But this statement of his was not that important as his statement on the "identity" of Kashmir and his assertion that "our State (read Kashmir valley) is unique wherein we have constitution within the constitution and we have to preserve the unique identity of the state". The very fact that he talked about an identity other than the Indian identity should suggest that Beg disapproved the PIL only to avoid "confrontation" with New Delhi so that the NC Government remained intact and that he would be very pleased if Jammu and Kashmir has its own republic day. The NC needs to take a clear stand on the issue. It cannot hoodwink and mislead the people by taking recourse to double-speak. |
