| PWAC urges state govt to form law against bovine smuggling | | | Early Times Report
Kathua, Dec 14: People's Welfare Action Committee (PWAC) District Kathua urged the state government to form the law to stop the bovine smuggling in which most of the animals are cows and demanded that a separate bord should be organized under the supervision of District administration Kathua for the protection of cows. According to press release, Chairman Gain Singh Pathania said that It has been found that every time almost same vehicles are seized while smuggling animals and the same smugglers are arrested on number of occasions but they managed their release as well as of their vehicles using influence. Pathania said that their movement is always during night hours and they pay hefty amount at some key 'nakas' to ensure their safe movement. Their nexus is so deep even within the police system that they sometimes manage to get the men of their choice deployed at the 'nakas'. Rajouri, Poonch, Kathua, Samba, Jammu and Udhampur are some districts where this smuggling is noticed higher as compared to other districts. Pathania said that during Maharaja's times there was stringent law and smuggling and killing of such animals was strictly prohibited. There was punishment up to 10 years of imprisonment and fine. Under Sections 298-A, 298-B and even 298-C, there is provision of punishment but the implementation is not satisfactory. If these laws are strictly implemented, the smuggling of bovine animals will be controlled automatically. |
