| AAP lobs the ball back: Sets 18 conditions for BJP, Cong | | | Agencies NEW DELHI, Dec 14, 2013 Giving a new twist to government formation in Delhi, Aam Aadmi Party today set some conditions for Congress and BJP before it can decide on forming a government, a move seen as attempts to fob off criticism that it was running away from taking responsibility. Delhi Lt Governor Najeeb Jung, whom AAP Convener Arvind Kejriwal met, has said he will send a report to the President, an indication that he would tell the Centre that government formation will not be possible now. Earlier, Kejriwal had given to Jung the copies of the letters he has written to Congress President Sonia Gandhi and BJP President Rajnath Singh seeking their views on a list of 18 issues. In a surprise move, Congress had last night extended unconditional support of its eight MLAs to AAP for forming the next government. Talking to reporters after the meeting, Kejriwal said the LG told him he can come back when he has the majority. However, a press release issued by the LG said, "Leader of AAP Legislative Party Arvind Kejriwal met Lt Governor. Referring to the letter of support received from Congress, Kejriwal said he would be in a position to form a government only after ascertaining the views of people of Delhi. The honourable LG will be submitting a factual report to the honourable President of India". While the single largest party BJP with 32 MLAs had declined to from the government, the second largest party AAP with 28 seats has been saying that it would not take from or give support to Congress and BJP in government formation. Kejriwal questioned why the Congress and BJP were ready to extend their support to AAP, when his party had not asked for it. "Nobody gives unconditional support to anyone without any reason. There must be some reason that both parties are in a hurry to extend their support to us for free, what are their intentions," he told reporters. Attacking the BJP, he said their intentions were evident the moment they refused to form the government and stated they were not interested in manipulative politics and horse trading when they had allegedly done so in other states. The AAP leader said his party's stand was clear from day one that it would not take or give support to the Congress or the BJP. AAP was formed by the common people due to alleged corrupt and criminal politics of both the parties, and it was now not possible to join hands with these parties, he said. "But their moves have surprised us. We had even prepared a letter for the LG (expressing our inability to form the government). To understand their stand, I had written letters to Congress President Sonia Gandhi and BJP Chief Rajnath Singh seeking their parties' stand on 18 issues," Kejriwal said. "I have asked them to provide categorical answers on the issues," he said. During the last 15 years of Congress regime, problems of people have increased manifold. Similarly, BJP-ruled municipal corporation has been allegedly involved in loot and mis-governance and common people are fed up with the corruption, he charged. The 18 issues on which AAP has sought the views of Cong and BJP: To bring about an end to the VIP Culture in Delhi Passing of the Janlokpal Bill, the same version for which Anna Hazare held fasts. Swaraj in Delhi: People will take decision directly in 'mohalla sabhas', which will be held in every locality and colony. Complete statehood for Delhi. Central government's hold on DDA and Police should end. Special audit of all electricity companies in the national capital from the time these were privatised. Electricity meters should be checked. Availability of Water in Delhi. Regularisation of unauthorised colonies. Clean and affordable 'pakka houses' (built up houses) to those living in slums. Support to give regular jobs to those working on contractual basis. Infrastructural facilities like roads, electricity, water and basic facilities to the ordinary trader and simplification of VAT system. No FDI in retail should be allowed in Delhi. Providing facilities and subsidies to farmers in the villages in the national capital. Opening 500 government schools, stopping donations in private schools and making the fee system transparent. Opening new government hospitals with better facilities. Special security units for women and all harassment cases need to be tackled within three months. Setting up enough courts and appointing judges so that all cases are dealt with within six months. Support from the municipal corporations on all these issues. Full text of AAP's release: Arvind Kejriwal met the Lt. Governor of Delhi today and asked for 10 days time to get clear, unambiguous answers from BJP & Congress, who have been saying different things to different people. AAP has sent letters, both to Soni Gandhi Ji (Congress) & Rajnath Singh Ji (BJP) asking them to clarify their stand on 17 issues, created by their previous governments. There is nothing like "unconditional support". People of Delhi want a stable government which can only be given when the stand of each party, who claim to support or act as a responsible opposition, clear. Completely clear. We request these leaders to state their position, unambiguously, on these 17 issues (the same that we promised the people of Delhi) and make them available to the country. That will enable the people of Delhi to understand where everyone stands on these and if a stable government can be formed. These 17 issues include Will they support the strong Lokayukta formation in Delhi CAG audit of Electricity companies and strict action if any are found guilty Reduction of electricity tariffs Coming down heavily on the water mafia including arrests & jail, to allow this stolen water to be available in Delhi. Review of the electricity meters Complete statehood for Delhi And others that directly affect the citizens of Delhi. AAP stands completely for accountability. We want those who claim to provide unconditional support or be a responsible opposition to demonstrate accountability too. Its time for them to walk the talk.
