| Arun Kumar hits nail on the head, demands application of progressive laws to J&K | | Debate on Article 370 | | Neha JAMMU, Dec 26: The Jammu and Kashmir Study Centre, which has been doing a wonderful job by disseminating true information across the nation and neutralizing the baneful influence on the ill-informed opinion-makers and others in the country by carrying on a no-holds-barred misinformation campaign on Article 370 and the status of Jammu and Kashmir vis-a-vis New Delhi, on Wednesday organized a debate on Article 370. The purpose was to find if it had benefited the state and its people and accelerated the process of the state's integration into India in the manner it happened in the case of other princely states or it had produced negative results. It was an impressive debate by any yardstick, as the speakers were armed with definite historical and incontrovertible facts. One of the speakers was none other than Arun Kumar, who had served the state as Prant Pracharak for years and who today holds a very important national level position in the socio-cultural and nationalist organization - RSS. He made several startling revelations, put several things in perspective by clearing many a cobweb of confusion created by the vested interests in Kashmir and elsewhere in the country and insisted that the time has come to change the 63-year-old archaic discourse on Article 370 and adopt a new approach so that the ardent believers in this atrocious Article are exposed and the state is able to enjoy all the rights which are available to all other states and the people these states house under the Indian Constitution, various other legislations and the centrally-sponsored schemes meant for the STs, SCs, OBCs, the minorities like the Sikhs, Buddhists, Christians, Parsis and so on. The refrain of Arun Kumar was that Article 370 has created "psychological barriers between people of the State and rest of country and put hurdles in the implementation of progressive laws enacted by Parliament of the India from time to time in this border State" and revealed that a full-scale campaign has been launched in Jammu and Kashmir to educate its 1.20 crore people that, instead of serving their social, economic, cultural and political interests, Article 370 has only debarred New Delhi from implementing "progressive laws" to the State. To make his point he took on the advocates of Article 370 in a scholarly manner and said, and very rightly, that this Article has only added to the woes of the downtrodden people of the State, including women, refugees from West Pakistan, OBCs, SCs and STs. Indeed, he made a very valid point. He also hit the nail on the head when he said that "these people have been deprived of national programmes and policies as well as the Constitutional 73rd and 74th Amendments which was meant for empowerment of the basic institutes of democracy have not been implemented in the State till date" and declared that "2014 will be a year of national discussion on Article 370 which is nothing except an additional legislative mechanism for exploiting the people by some politicians having vested interests". "Three causes for Jammu and Kashmir problem are that it is misquoted, second it has been mishandled and the third that it has been miscarried over the years," he also said. One can only hope and pray that a good sense would prevail and the votaries of Article 370 would come forward to participate in the debate on Article 370 in a holistic manner taking into consideration the paramount interests of the people of the state as well as the national interest. In case they hold themselves aloof and not participate in the rational and people-centric debate, they would get exposed sooner than later. |
