| Bureaucrats, Police bosses tearing apart Govt's austerity measures | | Spouses, wards misusing official vehicles with impunity | | Abodh Sharma
JAMMU, Dec 26: At a time when Government of the AAP that is being institutionalized in Delhi is setting new benchmarks of austerity in political and public life, the almighty bureaucrats of the Jammu and Kashmir Government are throwing Government's recently announced austerity measures to cut down on its expenses, out of the window.
While successive Governments have announced scores of measures to cap Government expenditure which are to be implemented by the heads of departments and bureaucrats, it is a pity that they are themselves turning out to be biggest violators of official instructions.
Misuse of Government vehicles by the families of the bureaucrats alone contributes hugely to Government expenditure and in order to curb this blatant and wide spread malpractice, Government issued specific instructions to Director State Garages. According to the Government instructions, Director Garages shall strictly monitor the allotment of vehicles to only such officers who are entitled to it by virtue of orders issued by the Government from time to time, in particular, instruction contained in Government Order No. 57-F of 1999 and Government Order No. 58-F of 1999 both dated 06.04.1999 shall be strictly adhered to. All departments shall surrender immediately all condemned vehicles to State Motor Garages irrespective of fact whether or not replacement vehicles there of has been authorized, except for operational requirements of law and order agencies and security related organizations.
Long queue of the official cars and gypsies, many of them supporting red beacon lights atop them till recently outside Presentation Convent School, lined up to fetch children of these officers and bureaucrats to home shall give a fair idea, how the Government austerity measures are being adhered to. Government vehicles can be seen in the parking lots of Banquet halls with official staff and even security staff of the higher bosses of police and civil administration getting restless till late in the night when the bosses and their families enjoy parties along with families and friends. Tutorials of the city are other places where Government vehicles can be seen waiting for the wards of the higher officials in clear contravention of austerity measures announced by the successive Governments.
It is pertinent to mention here that similar austerity measures were announced by Finance Minister, but their adherence was never ensured. The onus now lies on Government of the day to exhibit a token action against such erring officers lest its austerity initiatives go down the drain yet again. |
