| Purpose of local bodies, panchayats stands defeated: PDP | | | Early Times Report
Jammu, Feb 10: Jammu and Kashmir People's Democratic Party (PDP) leader and coordinator for Jammu-Poonch Parliamentary constituency, Abdul Hamid Choudhary today said since coalition government has reached its fag end and lost credibility, it was now trying to woo voters by announcing last minute decisions like empowerment of Panchayats which are going to make no big difference at this stage. "The real purpose of municipal corporations and panchayats was to empower people and make them participate in local governance, he said and added that the dilly dallying tactics of present regime in decentralisation of powers, however, defeated the real purpose of creating such institutions which for majority of time remained without any powers and could not contribute in socio-development of towns, cities or villages. "Now that central financial assistances stand exhausted, decision of government to empower Panchayats at this stage is too little and too late, he said further adding, "Had the government been interested in decentralisation of powers it would have extended 73rd and 74th amendments immediately after holding elections to these institutions?" "74th amendment of Constitution of India has not been extended to our state, Municipal Corporations don't exist, local bodies besides Block Development Councils (BDCs) and District Development Councils (DDCs) are yet to the constituted, he said while pin pointing that this indicates that government was going quite slow on decentralisation of powers in Jammu and Kashmir State and don't actually wants to part with authority. Choudhary Hamid said that the government with its frittering tactics defeated the purpose of such institutions which otherwise could have empowered people at grass root level. It was during the regime of PDP that elections to municipal corporations and local bodies were held to create effective, responsive, democratic and accountable local governance framework which the incumbent government sabotaged. He urged people to realise the gravity of situation and elect PDP to power for strengthening the governance as this can only happen under the dynamic leadership of former chief minster Mufti Mohammad Sayeed. |
