| Assembly proceedings still out of bounds for common masses | | No easy access to public gallery, live telecast eludes | | Et Report Jammu, Feb 10: The Budget session of J&K Assembly today began on a tumultous note with entire opposition up on feet against the coalition, indicating that the proceedings in coming days may not be smooth on account of many reasons. The bitter fact about the proceedings and conduct of the MLAs, however, is that after decades of its existence, the highest temple of democracy as also the business so carried on during the course of session still remains out of bounds and out of reach of the common masses in every manner. Neither do they get to see what proceedings take place during the session nor do they have any idea what their representatives take up in the House with regard to their day today problems. Ironic it sounds indeed that almost all MLAs having allegiance to any party in opposition or seated in the treasury benches swear by the common masses, 'awam key numaindey' as they refer themselves to, in local parlance, but the whole exercise of representing them or raking up their issues in the House still remains confined to four walls of the House, barring only parts of the proceedings which gets aired through a selected news channels. Though there is a big so called public gallery in the House but most of time and only except a couple of days it remains empty or scantly attended by the public. This is so because the access of common masses into the Secretariat itself is a difficult process and reaching up the Assembly complex is in itself a hard task for people having no influence in power corridors. The irony lies also in the fact that the government which too tires itself with thrust on the words and expressions like transparency and accessibility of common people in the power corridors makes no efforts in making the proceedings of the Assembly available without interruption , as is seen in other states and in the Parliament sessions as well. The proceedings come as filtered versions through news items carried by newspapers or the news channels as per their own perspectives and policies, though no distortion or concoction is permissible with regard to Parliamentary or Assembly proceedins. The media follows this but the fact remains common masses seldom get to know what happens inside the Assembly where their representatives remain seated for the entire day during the Budget session . They do not get to watch it themselves that what questions their MLAs raise and what answers the government comes up with to same nor do they have access to see under what circumstances, amid what discussions and on what premise this temple of democracy enacts the Laws and Acts for them. |
