| 60 percent faculty members non-Jammuites, none from 45 year old JU found fit for job | | Tragic tale of Central University (CU) Jammu-VI | | Syed Junaid Hashmi
JAMMU, Sept 28: Jammuites who made appointment of a Kashmiri Pandit as first Vice-Chancellor of Central University (CU) Jammu their prestige point and rallied together to put an end to his dreams should thank ex-OSD P.S.Pathania and ex-Vice Chancellor Dr. Sudhir Singh Baloeria for appointing almost 60 percent of the faculty members from outside Jammu region. Eight out of 12 departments have maximum outsiders in the teaching faculty. Of the four departments which have majority of permanent residents as teachers, only MBA has all 7 state subjects teaching the students as well as scholars. Not only this, four departments which have either no PG student or few PG students have 17 non-Jammuite faculty members, all working on permanent basis. There is no contractual in these departments and it seems as if these departments had been opened with the sole intent of providing jobs to non-state subjects since these departments are either defunct or have few students pursuing integrated M.Phil-Ph.D programme. These four departments are: Social Work, National Security Studies, Public Policy and Pubic Administration (PP&PA) and Mass Communication and New Media (MC&NM). After these four departments, Department of Environmental Sciences has 8 faculty members. Of these 7 are non-state subjects while the only state subject is from Kashmir division. There is not even one from Jammu region despite Jammu University having produced more than 100 NET, SLET and GATE qualifiers since the establishment of the department in 1995 as a center in Department of Bio-Sciences. After trifurcation of latter, a separate department was created in September, 1998. In 16 years, Jammu University failed to produce even one expert in environment who could make it to the Central University (CU) Jammu. And more painful is the fact that a zoology man from outside the state is heading Environmental Sciences Department when there are NET, SLET and GATE qualified candidates available. While the well-qualified and experienced faculty members of Jammu University could not make to the Central University for the reasons best known to Pathania and Baloeria, post-graduates are teaching M.Phill and Ph.D in the University which was created after battles were fought for the same on roads. Educational Studies department which is headed by a retired Professor from Jammu Prof. N.R.Sharma has four non-locals and just two locals. The locals include 66 year old Prof. N.R.Sharma and Dr. J.N.Balliya. Created in the year 1975 in Jammu University (JU), Pathania and Dr. Baloeria failed to find one gold medallist or an M.Phill or a Ph.D for appointment in the Central University apart from Sharma. In the English Department, of the 6 faculty members; 4 are non-state subjects including the HOD who was called all the way from West Bengal. The two fortunate ones from Jammu Dr. Kiran Kalra and Neena Gupta Vij are daughters of an ex-Professor of JU and a retired army man respectively. This state of affair is despite the fact that English Department of Jammu University has produced several leading lights in literature and language since its establishment in the year 1969. CU meant for Jammu region found none fit for the job. This does raise questions on the standard of teaching of English in Jammu University. People do ask if the Department is so incapable that it could not give CU an HOD in English and the University had to call someone from Bengal to head the Department, then it is better to close down the department at the earliest. They do say that they never heard of Bengal University calling someone from Jammu to head their departments. Economics has 2 non-locals of the total 7 while Tourism and Travel Management (TTM) has 3 non-locals of the total 6. There are 2 in Mathematics and 2 in Computer Science which have total of 5 and 7 faculty members respectively. Of the fortunate ones who made it from Jammu region include sons and daughters of high profile and well-connected people besides children of the ex-faculty members of Jammu University. Sources said that the ones from Jammu region also include professors and Heads of various departments who had retired from Jammu University several years ago and re-surfaced in central university for their closeness with the then OSD and now senior consultant P.S.Pathania. |
