CAPD dealers deny ration to card holders 6/22/2016 11:47:49 PM Early Times Report Jammu, June 22: The degradation in public distribution system can be gauged from the fact that a ration dealers selling subsidized ration to the Non Residents in broad day light and denying ration to genuine card holders. Sources told Early Times that although black marketing of subsidized ration is not new thing in the state by the ration dealers yet the Consumer Affairs and Public Distribution (CAPD) Department has miserably failed to check the menace thereby the genuine people are being deprived of their due. Ration dealers were not delivering services to consumers and were seen very quite polite with the outsiders to whom they were selling subsidized ration ostensibly on exorbitant rate to make money. "The ration dealers were selling ration in broad day light to non residents including interstate migrants from UP, Bihar etc.,' locals alleged. The harassment of genuine card holders at hand of ration dealers can be understood from a case where a ration card holder was put to run between to two ration dealers under new process of issuance of ration cards. Earlier the beneficiary used to receive ration from dealer code no. 412 Janipur and later issuance of new computerized slip with barcode was issued to his previous dealer (255) but present dealer (412) refused to give ration to the consumer for the last six month giving excuse that the card has been issued under dealer code 255 (the previous dealer of consumer). But when the consumer approached the dealer (255) in May, he also refused to give him ration initially but after putting valid arguments he gave ration, they said. When this issue was brought into the notice of the Director CAPD GS Chib by the consumer, the director admitted that such mal practice is widely going on across the region and termed such ration dealer as fraudulent.
