Why doesn't Delhi rein in pro-Pak, pro-Kashmiri separatist Noorani?
Sinister plebiscite suggestion

JAMMU, Aug 7: Has the Indian State turned a banana republic? Is the right to free-speech absolute? How is it that every Tom, Dick and Harry is poking his/her dirty nose in India's affairs? These are some of the questions which comes to mind when one looks at the kind of freedom the seditionists and their supporters enjoy in India, a country of 132 crore population.
Things in India have turned so bad that pro-Pakistan and pro-Kashmiri separatists have been preaching sedition not only in Kashmir but also outside. The other day, the Mumbai-based so-called legal luminary, AG Noorani, came out with a highly provocative and break-India solution and charged New Delhi with not meeting the urges of the Kashmiri Muslims completely forgetting that they are not the only factor in the state and that there are more than 72 per cent people in the state who hate the plebiscite concept.
"It is utterly unconstitutional to deny Kashmiris the right to demand a plebiscite in Kashmir. The Constitution (Application to Jammu and Kashmir) Order, 1954, applies Article 253 of the Indian Constitution to Kashmir with one overriding proviso. It reads thus: "Provided that after the commencement of the Constitution (Application to Jammu and Kashmir) Order, 1954, no decision affecting the disposition of the State of Jammu and Kashmir shall be made by the Government of India without the consent of the Government of that State," he said.
"The Government of India's policy on plebiscite changed from 1955. After Pakistan's aggression in 1965 neither plebiscite nor independence is possible. But the dispute remains. It is open to another citizen to disagree. And she or he would be perfectly within her or his constitutional rights in advocating a plebiscite, however wrong. For, the Constitution and fundamental rights are not dependent on changes in the Government of India's policy. India has nothing to offer to Kashmir, not even to pliable Unionists. On June 26, 2000, Jammu & Kashmir's Assembly adopted a resolution endorsing the Report of the State Autonomy Committee and urging restoration of the Delhi Agreement of 1952. On August 4, the Vajpayee Cabinet brusquely rejected it on the grounds that it "would take the clock back and reverse the natural process of harmonising the aspirations of the people of J&K with the integrity of the nation," he further said.
He did not stop just there. This perverted pro-separatist further said that the Kashmiri Muslims were not fighting for redressal of their grievances; they are fighting for a new order. "Since India will not concede anything, a dreadful prospect faces us. The deadlock is complete. For, the Kashmiris (read Kashmiri-speaking Sunnis) will not yield either. They do not seek redress of grievances; they seek a new order by a new compact," he said.
Put in any amount of efforts to find if Noorani even once talked about Jammu, Ladakh, Kashmiri Hindus and other refugees living in Jammu since 1947 and you will come out of the exercise minus everything.
Noorani is not the only one who urges New Delhi to accept the Kashmiri Muslims' demands and impose their sinister will on Jammu, Ladakh and six million minority population of the state. There are many. These needed to be countered, lambasted, isolated and excommunicated but, sadly, there is none in Delhi to counter these perverted forces. It is the people of Jammu, Ladakh and nationalist constituency in the state which has not only to fend for itself but also to fight against those working against the unity and integrity of India.
