Early Times Report
'Kathua, Aug 7 : Government directed to formulate Engineer Self Help Group (ESHG) duly recommended by Employment & Counseling Centres after confirmation of degrees/ diplomas of unemployed engineers but some undeserving candidates i.e. allegedly having unrecognized degrees are openly getting benefits of the scheme throwing all norms in the air.
The main purpose of the scheme is to minimize unemployment from the state is defeated as the genuine graduates still are ignored and thus the scheme fails to achieve its objective in its true spirits.
High placed sources informed about few Engineer Self Help Groups which are being functioned by people on the basis of unrecognized degrees/diplomas and are getting tenders with ease in Kathua.
"As per norms, atleast five members having degrees/diplomas in engineering can form ESHG. Employment & Counseling centre confirms their eligibility and recommends forming such groups, sources said, adding, "but some groups have been recommended without documentary verification resaoins best known to officials at helms."
Sources said, "It might be recommended after political pressure or sweeteners but general contractors are being affected the most.
"Further ESHG members have to declare their unemployment status through affidavit in Partnership deed during formation of ESHG but it is come to know that ESHG members are at times found working in private companies on lucrative salaries but have both membership of ESHG and general recommended cards for government contractors, sources alleged and added, "while deserving candidates and contractors are deprived off their due rights over construction projects and a resent is brewing among them. Sources said that people have demanded documentary verification through Vigilance/ Crime branch to weed out the fraudulent ESHGs.
DDC Kathua assured to verify the existence of ESHG on basis of fraudulent ESHGs, besides initiating an inquiry and action if anyone found guilty in this connection.
