Multiple deficiencies at SSH Srinagar mock at government's claims of improving health infra

SRINAGAR, Mar 4: The Jammu & Kashmir government's claims of improving the health infrastructure in the state fall flat since the ground situation reflects the pathetic condition of this all important sector.
Conceived some 10 years back Super Specialty Hospital (SSH) Srinagar mocks at the state government's claims of improving the overall health scenario. The SSH Srinagar has over the years failed to live up to the expectations of the people with the lackadaisical attitude of the people at helm responsible for the same.
Sources told Early Times that 1000 persons appointed on different positions including doctors at SSH Srinagar were shifted to the different associated hospitals of Government Medical College (GMC) Srinagar. The hospital was earlier conceived as Institute of Traumatology and the building was designed as per the norms of trauma hospital.
"To make surgical specialties like Cardio Vascular Thoraic Surgery (CVTS), Urology, Paedtriac Surgery, Plastic Surgery and Surgical Gastroenterology functional 15 qualified super specialists working with Directorate of Health Services Kashmir were deputed to SSH Srinagar. These super specialists were posted in Department of General Surgery at Shri Maharaja Hari Singh (SMHS) hospital and as such the basic purpose of SSH was defeated," said sources.
Sources said that despite having eight state of art modular operation theatres the SSH hospital could not function because of lack of super specialists and anesthetists. They said that initially Gastroenterology and Neurosurgery were shifted to SSH Srinagar, but the operation theatres were not made functional and neurosurgery operations were performed in the casualty theatre of SMHS Srinagar.
"More than 750 paramedics working on the establishment of SSH Srinagar are posted in associated hospitals of GMC Srinagar. Just one small operation theatre is working with one theatre technician, a nursing orderly and a sweeper. The anesthetist is borrowed from the anesthesia department of GMC Srinagar on rotational basis," said sources.
Sources said that around 40 to 50 resident doctors appointed on the establishment of super specialty hospital have been posted in the associated hospitals of GMC Srinagar and departments of GMC Srinagar. The acute shortage of residents in wards is affecting the patient care in the SMHS hospital and SSH Srinagar.
"On the administrative front the SSH Srinagar is headless without a post of medical superintendent. A medical officer is functioning as in-charge medical superintendent without any administrative powers. He has no authority to spend a penny in this hospital which is in infancy and needs financial support in beginning to get smaller things arranged," said sources.
Sources said that department of General Surgery SMHS is showing cold shouldered attitude towards the SSH Srinagar. The post graduate students are not rotated through this hospital although the rotation could have helped the students and solved the problem of shortage of resident doctors.
"Principal GMC Srinagar has issued orders for the consultant super specialists deputed from Directorate of Health Services Kashmir to give round the clock night duties and also function as super specialists. This means that two consultants posted in each super specialty have to work as head of department, registrar and resident in the ward and discharge nights every week or fortnightly. This is impossible and is sheer exploitation of super specialty manpower," said sources.
