Officials who purchased construction material without DPC may face enquiry

Srinagar, Mar 4: The officials who purchased construction material in violation of rules over the years may face enquiry.
Sources told early times that rampant complaints against officials in most of the departments have been purchasing material for construction works of their own choice without following the set rules.
"These officials have caused a huge damage to the state exchequer for their own interests. They purchase materials of their choice from traders who are giving them commissions," sources said.
Government has directed departments that construction material shall not be purchased without the consent from the departmental level purchase committee (DLPC). "Despite that there are complaints that material is being purchased in violation of the rules. Now government is considering to hold a special enquiry so that action is taken against officials who have purchased construction material of their choice without following orders," the official said.
"All the officers of the department connected with the execution of works are responsible for ensuring that the material used at the work sites or from departmental stores and local material shall not be used," an official quoting several departments having directed to officials.
The officer said that officers were told DLPC would not be responsible for any procurement made in violation of the standing orders.
He said officials were directed that material used at the works sites are only from departmental stores.
The construction material required for execution of works requisitioned by the subordinate offices has to be submitted to district level purchase committee for its appropriate action.
Sources said in December last year it was surfaced that several officials in the Rural Development Department have purchased construction material on their own, without the consent from the DLPC.
Following which accounts officer RDD wrote a letter to concerned authorities that "necessary action" be taken against such officers who purchase construction material on their own.
"It has been surfaced that AEE block Vassu has purchased the key construction for Foot Bridge at Palpora, locally at his choice thus violated purpose of the government order where under the powers for arrangement of key construction material vested to the DLPC only," the communiqué reads.
