Hakla demands reserved assembly, Lok Sabha segments for Gujjar-Bakarwals

POONCH, Mar 5: Shamsher Hakla Poonchi, a prominent Gujjar leader said that the problems and needs of Gujjar Bakarwals are quite different from other communities of J&K state, therefore they need reservation of seat in assembly and Lok Sabha.
Language and culture of Gujjar Bakarwal community is also different than those of other communities of this state that is why community has its peculiar position and a distinct identity. Gujjar Bakarwal community of J&K state mostly resides in Hilly, far-flung and mountainous areas near forests and on the LOC of Indo-Pak.
He said on 19 April 1991 the Government of India while recognizing the backwardness of Gujjar and Bakarwal community of the state declared them as Schedule Tribe. The president of India granted Schedule Tribe status by way of ordinance no.3 of 1991 under article 342 of the Indian constitution. Poonchi said that the political reservation was compulsory for the Gujjars Bakarwals of J&K due to its scheduled tribe status and because of political, social, educational and economical backwardness of the community. He said the Gujjar Bakarwals community was granted scheduled tribe by the government of India 27 years ago but the state government had failed to grant them political reservation.
