SBM deadline expires March 31st; JK scores a dismal 40 percent

Jammu, Mar 26: Merely four days are left for the end of deadline of Swachh Bharat Mission in JK and the state authorities have done little to end the open defection in rural areas of Jammu and Kashmir.
As per the official documents in possession of the Early Times, against the approved 37000 Individual Household Toilets, (IHHTs), there are around 16 thousand toilets yet to be constructed.
Such figures besides puncturing the government claims of meeting the deadline for the Project Completion have also taken the lid-off the tall claims of government's seriousness in making the much hyped Swach Bharat Mission a success.
Furthermore, the official records reveal that as far as the Janta Toilets are concerned, the government had earlier set the target of constructing atleast 2078 Public Toilets across the state. However, so far only 1271 public toilets had been constructed in the entire state.
The figures have also hinted that the state of Jammu and Kashmir would once again miss the deadline for making Jammu and Kashmir an open defection free state by March 2018.
It was informed further that as far as the Solid Waste Management (SWM) is concerned, 19 clusters have been formed for the scientific disposal of solid waste, covering all the 78 urban towns and capital cities of Jammu and Srinagar. However, out of the 19 clusters, DPRs have been tendered to mere 10 and nine have been left unattended. The land for these clusters for the Solid Waste Management (SWM) is yet to be transferred to the Urban Local Bodies so the purpose and there is no follow up action being done in this regard.
Also, the other major factor in the Public Toilets is the inclusion of provision of ramps for specially-abled persons besides uploading the location of Janta toilets on Google map. Both the issues are yet to be attended by the concerned officials in the state.
Recently, a block development officer in north Kashmir asked people to come forward and identify the places wherein the toilet systems should be put in place. The statement reflected how the government so far was in slumber and when the deadline date is approaching it is in a tizzy to save the face. The BDO in question even threatened the people of his area that temporary toilets shall be bulldozed.
