Another recruitment scam in RMSA

jammu, Apr 18: Yet another recruitment scandal has surfaced in the RMSA in the appointment of candidates as Vocational Trainers (VTs).
Reliable sources in the School Education Department informed Early Times that RMSA's partner 'ASTM Skills Pvt. Ltd' invited applications for the posts of VTs under 'Trade Security' for various government secondary and higher secondary schools across the state.
"Nearly a dozen selected VTs fulfilled the eligibility criteria for the posts in Oct-Nov 2017. However, as per an advertisement published in local newspapers, the partner clearly mentioned that only eligible candidates applied for these posts and fixed closing date of filling of application forms as September 29, 2017", sources said.
The education qualification for these posts is graduation in any discipline from recognized university or from Defence with Diploma in Security with one year experience in Security or Certificate course as Assistant Security Officer conducted by Directorate General Resettlement or Train the trainer Course conducted by Security Sector Skill Development Council with 2 year experience in Security.
"Without extended closing date of filling application form, the officials of ASTM Skills conducted written test and interview of the candidates. But there is something fishy in their selection because a dozen of selected candidates have done 'Security Supervisor' certificate course in November 2017 from Security Sector Skill Development Council which is the eligibility for these posts", an aspirant wishing anonymity said, adding that the ten selected VT under said trade applied for the eligibility certificate in same month in same council (Security Sector Skill Development Council ) and achieved certificate on same, without suggestion of recruitment agency.
Another aspirant of Security trade said that when the officials of RMSA were asked about hiring of ineligible candidates, they engaged in blame game and refused to take responsibility. Gravity of the situation could be gauged from the fact that these partners invite candidates for these posts without proper channels, asking candidates to submit resume to particular official e-mail on or before September 9, 2017 with a demand draft of Rs. 200.
However, National Skill Development Council (NSDC) guidelines prescribe interview panel comprising of an official from RMSA, an expert of particular trade and an official of School Education department, but these are trashed to conduct interviews arbitrarily.
