School Education Deptt reaffirms order to detach all attached teachers in Kishtwar

Kishtwar, May 25: In charge Chief Education Officer Kishtwar Javed Ahmed Kichloo on the direction of Education Minister has ordered immediate detachment of all those teachers and teaching staff working outside or within the zone with immediate effect.
As per the details available with ET, I/C CEO Kishtwar vide Order No. CEO/K/2018/24202-272 Dated 25-5-2018 ordered the detachments of all the attachments of teaching staff working in other departments and in the parent department. This is the 2nd order in last two months as earlier order was issued vide circular No. CEO/K/18/13280-91 Dated 20-3-2018 wherein CEO Kishtwar ordered detachment of teaching staff of Zone Padder/Marwah/Warwan/Kuntwara and Binoon areas of Zone Drabshalla. The order however could not be implemented on ground as majority of the teachers were not relieved by the concern schools where they were attached.
"All the DDOs are hereby directed not to draw the salary of any attached staff-Non compliance of the order shall invite disciplinary action against the defaulter" reads the CEO Kishtwar order.
Meanwhile the sources within the Education department told ET that soon after the order of detachment was issued by the I/C CEO Kishtwar, the influential teachers and Masters again were seen hobnobbing around the residences of politicians, concern MLAs/MLCs to sabotage the order which will benefit the rural populace wherein the student strength is very high as compared to schools in Kishtwar town and its peripheries. "An influential master who was attached since last several years after being detached few days ago immediately rushed to Srinagar to get the detachment order issued by the CEO Kishtwar withdrawn" said the sources in education department who wants the implementation of this order in letter and spirit.
Earlier DC Kishtwar vide Order No. DDCK/Plg/Edu-47/FY 19/956-62 appointed three member Committee to look into the various public complaints with regard to non functioning of Schools in many rural areas due to attachment of teachers. The committee was also authorized to verify and scrutinize the genuineness of the grounds/basis on which the teachers had been attached. When contacted, CEO Kishtwar Javed Ahmed Kichloo said that the government had taken serious views on attachment of teachers from rural areas to Kishtwar town and its adjoining area. He said that individual who fails to implement the directions in letter & spirit will be personally accountable for the same. Insider told that only around a dozen attachments were genuine while rest all were politically motivated.
