Employees who sold deptt items at lower rates still unpunished

srinagar, May 25: The authorities have failed to act against officials who have sold departmental items at 'lower prices' causing heavy losses to the exchequer over the years.
It was found last year that officials in several departments had sold items without approval from the competent committee.
Official sources revealed that various departments had sold obsolete and unserviceable items at lower power than the market value over the years, causing heavy losses to the government.
"In some items it was observed that departments had auctioned items at lower prices. Some items were sold without inspection by competent authorities," a senior official said.
"Auction of gunny bags in CAPD department and condemned vehicles in some departments are few of them examples where department had sold these items at lower prices. But no action has been taken against the erring officials. In some departments, officials are shielding these officials instead take action and make the recovery for making the losses," the official said.
There are also complaints that some items were sold which were not declared obsolete and unserviceable. "Some officers had sold these items at individual level without approval from the competent authority. There were also complaints that some items have been sold to lowest bidders," he said.
After it came to the fore, the government issued directives to departmental heads that disposal/condemnation committee constituted by competent authority shall inspect the materials that are proposed to be declared as surplus, obsolete and unserviceable.
"The disposal committee shall decide mode of disposal whether through public auction or through tender, as case may be. That disposal committee shall fix reserve price of disposal items credible with existing market rates of that item with justification on realistic prevailing rates," were government's directives to departments.
"That price reserved should be kept in sealed cover and shall be opened after tender is opened and in case of public auction should be opened by committee constituted at the time of auction without disclosing to proposer."
However, official sources said that government is completely silent over the officials, who caused a huge loss to the state exchequer. "Even enquiry was not launched neither any recovery was made from erring officials. There has to be some accountability who was responsible for the losses," sources said.
The condemnation and disposal of stores is one of the most important functions of materials management in any department. This has become necessary as the equipment and other items intend to become surplus/obsolete, unserviceable etc. over a period of time due to its long usage. The disposal of this type of stores is needed to be done on periodic basis.
