PhD holder Assistant Professors allege discrimination

Jammu, June 6: Hundreds of PhD qualified candidates working in various government degree colleges and state run universities with higher qualifications on Wednesday alleged that they are facing discrimination as their salaries have been kept at par with less qualified professionals.
As per the new norms and 7th Pay commission recommendations, the Assistant Professors having MA, M.Phil and PhD candidates are now getting equal salary. Such move will ultimately discourage the qualified candidates to pursue higher studies.
The Assistant Professors working in various government degree colleges said that before the implementation of 7th pay commission recommendations, an Assistant Professor with M.Phil or Ph.D was getting 2 and 5 increments whenever they joined the department, whereas the candidates having Master degree were not getting any increment.
Since the implementation of 7th Pay commission recommendations, the government has started deducting the increment money from the salary of APs, who had taken the increments. "On one had government has been trying to encourage students for higher studies but if a candidate would not get any monetary benefit, then it would ultimately discourage the students from pursuing for higher studies", a Ph.D qualified candidate said, adding that after Master degree, a candidate spent his five years to complete Ph.D degree but in such circumstances, what was the rationale of opting for higher studies.
Picking holes in 7th pay commission recommendations, the Assistant professors said that despite sky rocketing increase in inflation rate, the government has reduced the Home Rent Allowance for rural and urban areas. "Earlier for serving in cities, HRA was 20 percent but not it has been reduced to 16 percent and for rural earlier it was 10 percent, which is now reduced to 8 percent", the APs said, adding that why the government has been squeezing the already meagre benefits to the teaching community, which is builder of any nation.
The APs have appealed the state government to give one time exemption to Ph.D candidate as well as increase in HRA.
