Four ZEO offices in Jammu headless for one year
Clerical staff call shots, issue leave, mark attendance

Jammu, June 9: At least four posts of Zonal Education Officers (ZEO) in school education Department have been lying vacant for the last over one year for unknown reasons. Though the incharge of the posts have been handed over to Principals of various schools but the clerical staff has been calling the shots, sanctioning leave and marking attendance of the staff.
Sources in the school education department informed Early Times that for the last over one year the offices of ZEO Dansal, Arnia, Bishnah and Khour have been headless.
"The Post of ZEO Dansal had fallen vacant after the superannuation of ZEO Dansal in the month of June 2017, since then the post is lying vacant", a teacher said, adding that the clerical staff at the office has been manipulating all the records.
The clerical staff has been sanctioning leave, marking attendance of the employees working there. "Usually many of the employees are on leave but on records their attendance is marked by the clerical staff and genuine employees are denied leave", an official alleged, adding that despite repeated appeals to Director School Education as well as Minister concerned, nothing has been done.
The official further alleged that the clerical staff at the office has been leaving no stone unturned to desist from the authorities to appoint new ZEO. "Most of the clerical staff in the office have been stick to their posts for the last many years and have made a monopoly there. They are prone to transfers and they didn't want any ZEO posted there", the official alleged.
Similarly the offices of ZEO Arnia, Bishnah, Khour have also been falling vacant since the transfer or superannuation of the officials but so far no new officer was placed.
An official pleading anonymity said that the posts have been kept vacant due to reservation issue and recently the Supreme Court has given a verdict and probably the posts would be filled shortly. Director School Education Jammu was not available.
