Govt in 'no hurry' to fast track pending rape cases
6/18/2018 12:19:05 AM
Early Times Report

Jammu, June 17: Despite there being huge pendency of rape cases in Jammu and Kashmir the government seems to be in no hurry to fast track these cases.
Sources said that only some of the selective cases have been fast tracked by the government, whereas many rape cases are of serious nature and are pending in various districts and tehsil headquarters for the past many years.
Crime against women is on the rise in Jammu and Kashmir. In 2017, hundreds of cases were registered in different police stations across state; it means one rape was committed every day. The women folk of J&K state are not safe like other parts of the country. Though the rate of disposal of such cases by the courts is not up to the desired level, as a result more than thousands cases are still pending.
Some fast track court set up in 2017 to deal exclusively with the cases of violence and other offences against women are non-functional due to shortage of judges.
The statistical data reveals that 2210 rape case were pending for disposal in various courts since April 2018. Most of the rape cases were pending in Kashmir division.
"Out of 2210, 1575 rape cases are pending in various district of Kashmir division, while 617 cases are pending in Jammu division", a lawyer said, adding that no seriousness has been shown towards making fast track courts operational which were created last year.
It is pertinent to mention here that the Jammu and Kashmir High Court has sought the creation of eight courts of the rank of district and sessions judge as fast track courts in the districts where there is huge pendency of rape cases.
A B Baba Bharti strongly advocated fast track trial of rape cases and said rape is a blot on the society and to provide justice to the victims there should be fast track trial for all the pending rape cases. Pendency in rape cases can only be cleared through fast track trial of the cases as delay in trials brings down the moral of the victims while it can also encourage the culprits.
"Notably, as per the guidelines of Supreme Court and the Centre, trials of all the rape cases should be fast tracked and special fast track courts must be constituted", said Baba.
Sidhant Dogra-a student while talking to early times stated that disposal of pending rape cases is very low and pace for pending rape cases can only be cleared through fast track trials.
Tarsem Singh- a businessman said early disposal of such cases can act as a deterrent and would minimise such crimes in the future.
